On March 28, 2014 the company "1C: The first BIT" announced project completion of automation Territorial fund of compulsory health insurance of the Tyumen region on the basis of solutions "1C: Budget Institution Accounting 8" and "1C: Payroll and budget institution staff 8".

Project Tasks

Effective management of budgetary funds requires tools for accurate accounting of costs of the medical organizations, limits of budget commitments, allocations and monetary obligations. Also reliable control of expenditure of budgetary funds is necessary.

Earlier in the organization the program which is not adapted to features of conducting budget accounting of the body combining functions of budget implementation (financial body) and the receiver of means was applied:

  • "free" setup of standard and operational reports under requirements of divisions of accounting is impossible
  • process of accounting within transition to cash services to body of Federal Treasury is not automated.
  • it is difficult to control distribution of budgetary funds and budget implementation of fund by types of medical care and interbudget transfers.

The organizations the information system for operating control of budget accounting, control of distribution and target use of budgetary funds, settlement with regional was required for TFCMI. Besides, it was required to accelerate payroll and preparation of statistical reporting.

Project Progress

For the solution of assigned tasks programs were selected 1C: Budget Institution Accounting 8 and "1C: Payroll and budget institution staff 8". The company became the partner in implementation "1C: The first BIT".

Project Results

In three months 1C specialists: The first BIT was installed and configured software products, organized data transfer from an old system, provided user training. Executed integration of a new system with "Client bank" and own development of fund which is applied to accounting of operations on compulsory health insurance with medical insurance companies and medical institutions. Work of records department and control of execution of estimate appointments, records department and control of receipt and expenditure of financial resources in the compulsory health insurance system and the budget reporting and also HR department was as a result automated.

In a system the mechanism of analytical accounting of a profitable and account part of funds of state non-budgetary fund by codes of budget classification is implemented. There was a possibility of analytical accounting of income and expenses by all types of medical care provided by the territorial program of the state guarantees. Now specialists of accounting can obtain information on receipts at any moment in treasury of fund and also information on in what organization and how many it is listed in cash. Earlier when conducting examination of quality by fund of the medical care provided by medical institutions accountable to it, volumes of receipts and payments were checked manually then documents for payment also manually formed. Now on the basis of the registered documents a system automatically checks a status of settlement, defines what quantity of money needed to be paid or received, creates invoices for payment and creates necessary accounting entries.

Also the procedure of drawing up administrative documents for financing of the medical organizations for interterritorial calculations became simpler.

Settlings with TFCMI of other territories within interterritorial calculations are completely automated. Now at any moment it is possible to obtain information on the cost of services which TFCMI of the Tyumen region rendered to citizens of other territories and also services which were rendered to residents of the Tyumen region by others TFCMI. Operational accounting on invoices and also on the failures (to bills, made out for services, not entering the compulsory health insurance rate) reducing obligations for payments is kept.

Svetlana Litovchenko, the chief accountant of TFCMI of the Tyumen region, noted: "The first quarter of our work in a new system showed that, despite wide functionality, the 1C: Budget Institution Accounting 8 program requires additional settings according to specific features of our accounting. Therefore, without stopping the current work in a new information system, we expanded standard program capabilities. In particular, taking into account our requirements mechanisms of management of interterritorial calculations and accounting of means according to target programs were implemented, the functionality on accounting of material values on off-balance accounts, etc. is expanded Products of the 1C:Enterprise 8 system assume a possibility of flexible configuration under individual user requirements therefore all functions necessary for us were implemented in full. Despite initial difficulties, our specialists actively mastered a new system and literally "lit up" opportunities of its use in work. As a result we managed to organize operational accounting of all current transactions, everything is executed in time. Terms of preparation of accounting and statistical reporting are significantly reduced, document flow is accelerated, the transparency of accounting increased. We received high-quality tools for the analysis of activity and control of expenditure of budgetary funds. Control over distribution and target use of budgetary funds according to federal and regional programs of financing of obligations for delivery of health care to the population is strengthened.

Control over settlement with TFCMI of other territories is adjusted. Uninterrupted financing of 100 medical institutions and 4 insurance companies of area is provided. Formation process more than 500 documents daily is accelerated. Payroll of employees is accelerated.
