The government of the Voronezh region communicates with citizens by means of the IP telephony

On March 28, 2014 the press service of Avaya announced creation of single communications system for the government of the Voronezh region.

Project Tasks

Public authorities understood that to organize high-quality interdepartmental cooperation and effective work with inhabitants it is impossible without use of modern telecommunication technologies. Therefore, selecting the solution for creation of EKS, the government of the region was guided, as by the standing tasks, and perspective. In December, 2011 the decision on creation of EKS on the basis of technologies and the equipment Avaya is made.

The project was executed by Intelligent systems company.

Project Progress

The EKS platform is the solution of intellectual call processing Avaya Communication Manager of version 6.0.1. A system allows to accept and send calls from several communication devices at the same time, providing the maximum integration of desktop phones into other devices of voice and video conference. As central node of voice network based on the SIP protocol the server of management of sessions — Avaya Aura Session Manager (ASM) is used. In addition to functions of routing ASM is responsible for registration of users and a binding of services to the user profiles.

Exchange of voice and fax messages on IP is performed using the solution Avaya Modular Messaging. The distributed "kernel" of the Communication Manager system consists of servers of call management and media gateways. The last are intended for connection of different user terminals — analog, digital, to DECT - and IP phones — and also for an exit in the PSTN (on 10 flows of E1 with signaling of EDSS1). Due to the remoteness from the regional center in district municipal authorities the decision to use Avaya IP Office which connects all structures in a whole and helps to cut down expenses and to provide the continuity of a state administration was made.

Project Results

Implementation creates a geographically distributed communication network as a part of more than 3.2 thousand subscribers, processes of interaction of staff of the government are optimized, the efficiency of their work is increased, internal processes are improved. The population of the Voronezh region had a possibility of telephone communication with staff of bodies of the government for the solution of the vital issues.
