The Moscow Credit Bank (MCB) started electronic document management with a notariate on the basis of Neoflex Adapters

In 2013 the product line of Neoflex Adapters which part modules for connection to 40 state departments on different channels are actively developed: SIEI, Central Bank, B2B, etc. The majority of modules were developed in 2013. They are installed in large banks, such as MOSCOW CREDIT BANK, JSB ROSSIYSKY CAPITAL, SDM-BANK, Bank Inteza, Uraltransbank, Transcapitalbank and others. The Moscow Credit Bank (MCB) using Neoflex builds the platform for interaction with state bodies based on Neoflex Adapters product line – after automation of electronic document management (e-document flow) with GIS GMP the solution allowing a message exchange of electronic documents with a notariate in full accordance with the current legislation is implemented

According to orders of the Ministry of Justice of the Russian Federation No. 129―135 of 6/17/2014 and also the Federal law of the Russian Federation No. 367-FZ and 166-FZ of 12/21/2013, since 2/1/2015 the priority of meeting requirements of pawnbrokers is determined only by registration date of the notification in the Register of notifications on pledges of personal estate of Federal Notarial Chamber of the Russian Federation. In other words, these regulations make impossible the address of collecting on pledged property at absence in the register of information on pledge and put in priority position the pawnbroker who registered the notification before others in case the personal estate is a subject of several pledges.

Since July 1, 2014, an open part of the Register became available. Now each citizen of the Russian Federation can obtain information concerning finding of this or that personal estate in pledge, get acquainted with its history and also define the main participants of pledge.

MKB using Neoflex Adapters had an opportunity to automate process of submission of notifications on pledge of personal estate in the Register of notifications on pledges of personal estate through a notariate.

Neoflex Adapters supports such business processes as:

• the direction to the notary of notifications (about emergence, change, the pledge termination);
• receiving from the notary of registration certificates of notifications;
• signing of electronic documents using the EDS of bank;
• tracking of the status of notifications and certificates;
