Education

Graduated from the Kursk State Technical University (faculty of information science and ADP equipment) and also ANH at the Government of the Russian Federation, RAGS under the President of the Russian Federation (faculty of the public and municipal administration).

Career

Worked as the deputy chief of Head Department of information and communication technologies and security of the management information affairs of Administration of Kursk region. In 2006 it was included in the structure of Council of chief designers of informatization of regions of the Russian Federation.

After conversion of Management to Department of information and communication technologies and security of information of Kursk region, Yelagin held in it a position of the associate director.

Criminal case

In April, 2014 the management of Investigative Committee of Kursk region announced that the court found Vladislav Yelagin guilty of commission of three episodes of the crimes provided by Parts 2, 4, 6 of Article 290 of the Criminal Code of the Russian Federation (taking of bribes).

As the investigation and court, from February to March found and also in December, 2011 Yelagin got bribes from two heads of the organizations who with his direct participation and assistance won auctions on the conclusion right with IT department of Kursk region of government contracts to supply of equipment and services.

According to law enforcement agencies, bribes were transferred to Vladislav Yelagin by parts - in the amount of 2.4 million rubles and 1.2 million rubles respectively.

In February, 2013 Yelagin also got a bribe in the amount of 80 thousand rubles from the company executive Media Pilot for assistance in signing of the act of rendering services in the government contract and its payments from means of the regional budget, without its execution actual at that time and also for further assistance in the conclusion and execution of government contracts and agreements.

At taking of a bribe Vladislav Yelagin was delayed by the staff of UFSB of Russia in Kursk region. Management of Investigative Committee of Kursk region does not mention the name of other organizations which heads bribed Yelagin in 2011.

For the committed crimes by the specified parts of Article 290 of the Criminal Code of the Russian Federation the court sentenced Yelagin to 5.5 years of imprisonment with serving in corrective colony of strict regime and also ordered to pay to it a fine in the amount of 12.5 million rubles.
