The Government of Tula region made process optimization on preparation and the publication of data on the income of government employees

The federal and regional legislation of Tula region defines an order and terms of providing by the public and municipal servants of data on income, property and obligations of property character.

Till the recent moment public servants filled out certificates of income in the Excel template according to the special instruction. It was quite labor-intensive process. Further processing of certificates of income was carried out manually that did not exclude errors. It was especially difficult to make the analysis of data on income as information was provided only in paper form.

For the solution of a question of process automation of collecting, storage, the analysis and preparation for the publication of data on income for the purpose of simplification of process of filling of data on income by Committee of Tula region on informatization and communication specialists of SoftExpert company were invited.

Within a consulting part of the project the control technique was developed by process of acceptance of certificates of income and the analysis of provided data and also tools are developed for standardization of the entered information.

According to the results of project implementation were developed the autonomous downloaded application for filling and printing of certificates of income and the "Accounting of Data on Income" configuration, allowed to achieve in total the following results.

• The uniformity and correctness of the provided information are provided. At a stage of filling primary verification of the entered data, including due to use of qualifiers is performed that excludes error probability. Forms of references conform to requirements of the legislation, they are generated at printing after filling of all necessary data.

• Convenience of introduction of information. The autonomous downloaded application is installed on working computers of employees who are obliged to provide the information on income. In a system all fields, obligatory to filling, are standardized. For convenience of work of users the possibility of preserving of the completed references in the form of the file of a special format that at making changes or preparation of information for new reporting period it was not necessary to fill out data from scratch is implemented.

• Process of acceptance of certificates of income is optimized. The autonomous downloaded application performs reference printing with two-dimensional barcodes that allows to transfer automatically data to the accounting system by reading of barcodes.

• Preparation of requests on check is executed. A system allows to create files with requests on verification of the data on income provided to external instances. Templates of requests can be edited freely by the user independently.

• Terms of preparation of reports for the publication are significantly reduced. On the certificates of income entered into the system the summary report with data for the publication forms. Earlier this process was carried out "manually" and could take more than a week, today – 5 minutes;

• Possibility of maintaining analytics. In a system the possibility of formation of the analytical reporting is implemented: documents can be compared by certain parameters, to analyze data for different time frames.

Process of filling of the Certificate of income for the staff of the Government of Tula region is automated based on the "Accounting of Data on Income" configuration.

The autonomous application "Certificate of Income" is in addition developed. In total systems capabilities use more than one thousand users.
