The government of the Nizhny Novgorod Region prepares implementation of IAS on the SAP platform

On April 23, 2014 the government of the Nizhny Novgorod Region announced preparation for implementation of an information and analytical system on the SAP SRM platform.

Project Tasks

One of priorities for the Government of the Nizhny Novgorod Region - support of local producers. Creating conditions for their development, the Government of the Nizhny Novgorod Region actively recruits the local enterprises in the public and municipal procurements. The information and analytical system should create information support, it will help to reveal spheres where local producers are provided insufficiently fully, and that to promote the enterprises - profitable to represent the goods and services. The curator of the project Agency on development of production, cooperation and the competition of the Nizhny Novgorod Region, the contractor - Technoserv Consulting company.

Project Progress

SAP SRM became a basis for creation of "The Nizhny Novgorod electronic commodity information system" (IAS of "NETIS"). Customers — the public and municipal authorities planning and performing in a purchasing system of goods, works and services.

A system automatically determines a type of a procurement procedure (tender, an auction, etc.), proceeding from category of the purchased goods and services, purchasing amount and other conditions and also reveals possibilities of consolidation of orders and carrying out joint biddings. The mechanism of ranging of requests of suppliers helps customers to make an optimal choice within the legislation depending on degree of compliance to the made demands.

In turn, producers and suppliers place directories of the products in the e-shop which is specially created in a system. Customers can select and buy necessary goods directly in e-shop.

In a system more than 30 document templates are developed for different types of purchases. Documents automatically form by preparation and holding procurement procedures. A system controls procedural terms when carrying out purchases according to the requirement of the legislation. Integration with the official site of state procurements and electronic marketplace is also provided.

For April 23, 2014 in a system more than 600 state customers are registered, there is a preparation for registration of municipal customers and the enterprises suppliers. It is supposed that in the future about 4300 state and municipal customers will use a system.

The analysis of the procurements conducted through IAS of "NETIS", and investment niches revealed with its help will become a basis for formation of the strategy of development for the Nizhny Novgorod producers and entrepreneurs, having increased their competitiveness" — Valery Tarbeev, the director of the Agency on development of production, cooperation and the competition of the Nizhny Novgorod Region noted.
