The system of execution of regulations for town-planning activity - the solution for automation and business process management in town-planning activity for more effective management of territories.
On April 28, 2014 the companies FORS also CSoft announced an exit of joint development - "The system of execution of regulations for town-planning activity".
Description
The solution is received as a result of integration of GIS portal, the ensuring town-planning activity of CSoft company which is a part of a multilevel geographic information system, with own development of FORS – the system of execution of regulations (SER) on the basis of the process approach to management.
Appointment
The new integrated product meets regulatory requirements in the field of town planning, can be demanded by regional and municipal authorities. Besides, a system is ready for creation of the base when developing the "smart" city, people, comfortable and safe for life.
GIS portal, unrolled on the Oracle platform, represents the uniform distributed storage of space and attributive information on territories at the level of the region, municipal entities, city and rural settlements, the territorial subject of the Russian Federation with the regulated access to it of public authorities, local government, physical persons and legal entities. By means of the portal object and cartographic account of a real estate and land plots of the subject and/or municipality, including a broad spectrum of reference books, qualifiers and registers is kept, monitoring of different cartographic layers and the retrospective analysis with a possibility of data visualization is performed.
Other major block of functionality GIS portal is connected with conducting electronic document management – preparation of initial allowing documentation on objects of town-planning activity, formation, accounting and document storage. However for effective work of it was insufficiently, special tools for automation of process of approval of documents were required. It was provided by the system of execution of regulations developed by FORS and integrated with GIS portal. Let's note that, SIR as the universal solution on business process management, can be used for automation of any processes and the solution of any tasks in different types of activity.
Distinctive feature of a system - the process approach which is been the basis for its management which considers business process as the organized activity directed to achievement of an ultimate goal. In it its difference from functional approach which operates only with separate functions of business process. Use of the process approach gives a number of advantages, connected with the fact that activity of participants of process becomes regulated, autonomous from actions of other contractors and also measurable in relation to result of process in general. Each contractor can see what actions from him are expected within the current process, and receives the personal list of tasks that reduces the probability of wrong actions and increases the level of the personal responsibility during the course of performance of process.
The system of execution of regulations helps to automate process of creation of a task by means of ready templates of processes. The customer himself, at discretion, can create new templates, processes and tasks, i.e. to use a system for needs of Territorial Department, city planning and any other managerial tasks. Any employee via the web interface can create own schemes of technology processes in the form of graphics images, at the same time no additional tools are required. Over time the whole libraries of such processes can form that will increase effectiveness of activity of employees.
Course of execution of processes of approval of documents is monitored in a graphic type. The reports generated by a system allow to judge the level of performing discipline, to reveal and liquidate "bottlenecks". The employees working with documents at any time can pass to geoinformation resources to receive data necessary to them.
GIS portal it is developed by CSoft company on the basis of technologies of Oracle, and integration into the solution of FORS is executed via the API SIR interface available as in the form of PL/SQL of procedures, and web service.
