Implementation of AIK "SUPERVISION" in investigation department of Investigative Committee of the Russian Federation of the Tomsk region comes to the end

The KS-Consulting company (the partner of EOS Group) completes in May, 2014 project works on implementation of the SUPERVISION automated information complex (AIC) in investigation department of Investigative Committee of the Russian Federation of the Tomsk region. The project covers management personnel and also city and interdistrict investigative departments.

Implementation of preliminary inquiry of criminal cases, persons under investigation to bodies of Investigative Committee of the Russian Federation the Main task is within the competence of SU of the IC RF across the Tomsk region operational, effective, high-quality investigation of the heavy and especially serious crimes committed in the territory of the Tomsk region is.

Before start of the project in SU across the Tomsk region the mixed system of office-work without any elements of automation was used. The main point of "input" and "release" of documents was the department of reception of citizens and documentary providing (department of preschool educational institution) where the entering and outgoing correspondence was registered. A part of outgoing documents was registered in divisions, and they were given to preschool educational institution for sending.

It was recorded in paper option – for correspondence card and journal forms, and for citizens' appeals – a card-index system were used. Documents were transferred to contractors under signature in registers.

The decision on implementation of a software package for document management in investigation department across the Tomsk region was made at the end of 2013. Due to the uniqueness of solvable tasks in the course of activity of investigation department very specific documents which do not have analogs in other authorities are created. Therefore at workflow automation it was required to include in uniform EDMS not only normal managerial documents and correspondence, but also criminal cases and also control productions. Besides, it was necessary to automate exchange of documents between Territorial Offices and central office, to provide tracking of execution of documents, quick search in the general base day and also creation of different reports – on document flow, citizens' appeals, etc.

All these tasks were provided by functionality of AIK "SUPERVISION", - the specialized software product of EOS Group company. This system was also selected for implementation. The product completely conformed to the departmental requirements for the organization of document flow enshrined in the Instruction for office-work of Investigative Committee of the Russian Federation approved by the order of 7/18/2012 No. 40.

11 places of AIK "SUPERVISION" were set in divisions of management personnel, 10 places received city and interdistrict departments. All divisions got access to the single database, at the same time each Territorial Office and each division of the device work in a separate card file. The system of card files allowed to differentiate access rights to in-house documents according to distribution of functions in investigation department.

In a system all necessary document groups set by regulations of the departmental Instruction for office-work were got. Registration of the entering, outgoing correspondence, organizational and administrative documentation is automated. Also means of AIK "SUPERVISION" adjust accounting of the entering and outgoing criminal cases. The institution of control productions according to documents, write-off of documents in dresses, printing of mail registers for custom, simple, courier delivery, printing of envelopes is automated.

In registration cards additional details which allow to reflect information on documentary units more fully are created. So, in cards of citizens' appeals the standard wording of the decisions made according to addresses are created ("is rejected", "explained", etc.). The bases of suspension of case, a measure of procedural coercion, some provisions of the Criminal Code of the Russian Federation are entered to cards of accounting of criminal cases. Except informative function, additional details allowed to reduce significantly time of formation of various periodic reports (monthly, quarter, etc.).

AIK "SUPERVISION" allowed to bring to new level information exchange in investigation department. Earlier came to Territorial Offices of the copy of documents generally through couriers, by fax or a mail service. The new workflow system allowed to replace completely these channels, and timely (actually instant) delivery of electronic documents to receivers is guaranteed.

In the middle of April a system earned in central office, connection of Territorial Offices comes to the end now. In further plans – the organization of line scanning of documents using an additional option. For this purpose it is necessary to purchase the new equipment – line scanners.
