MFC Elektrogorsk improved quality of providing the public and municipal services to the population thanks to infrastructure of IBM

On May 14, 2014 the IBM company and "Multifunction Center of Providing Public and Municipal Services of the City District Elektrogorsk" announced project completion on automation of work of MFC. As a result of the executed project the IT infrastructure, unified and simple in terms of support, having the modern highly reliable and productive equipment for processing of data bulks and meeting strict requirements for restriction of electricity consumption by DPC was created. The implemented project allowed MFC to increase availability more than 100 services (for example, services of FMS, the REGISTRY OFFICE, the tax inspection, Cadastral chamber, the Pension fund, archive, etc.) on the most important life situations for inhabitants Elektrogorsk of the Moscow region and to optimize work of staff of the organization.

According to the Federal law "About the Organization of Providing the Public and Municipal Services", accepted within the target program for decrease in administrative barriers and quality improvement of providing the public and municipal services based on the multifunction centers, the management of MFC in Elektrogorsk was faced by a task of equipment of the center the modern highly reliable and productive equipment for processing of data bulks, with the essential requirement for restriction of electricity consumption by DPC of MFC. Moreover, it was important to create most unified and simple IT infrastructure in terms of support that its operation did not cause difficulties in specialists of MFC. One more requirement to a system was need of support of the greatest possible variety of operating systems and processor architecture.

For project implementation the single unified building block system based on a blade chassis of IBM Flex System Enterprise Chassis with the single interface of system management based on IBM Flex System Chassis Management Module was selected. A system maintains the greatest possible variety of operating systems and process architecture, has a scaling option and is easy-to-work. The solution for MFC is in turn implemented using the modules IBM Flex System x220 Compute Node as edges. One of advantages of a system in comparison with competitive solutions is support up to 14 edges of IBM Flex System x220 Compute Node in 10U the chassis and a connectivity to expansion unit edges with DWH of IBM System Storage Expansion Node (SEN). The internal switch provides the maximum capacity of a system, thanks to exchange of traffic of data directly between edges.

Implementation of IT infrastructure based on the solution of IBM allowed to open in a short time the multifunction center for service of residents of Elektrogorsk that significantly affected quality of providing the public and municipal services to the population.

The project was executed by forces of the business partner of IBM, PROF-IT GROUP company within automation of MFC of the Moscow region.
