ROSEKO: BI as tool of economy of actual values

The company ROSEKO implements the ambitious project on creation of a National system of value analysis based on the cognitive situational centers (NASSA-KSTs). Such system will allow to perform transparent, reasonable assessment of a real estate through the whole country, including for the state needs, on the basis of modern statistical, mathematical instruments and means of business data analysis. Creation of the powerful solution for a real estate appraisal on the basis of these Internet sources to which through "cloud" all members of the Russian Society of Appraisers (RSA) where also ROSEKO enters will be able to get access became a part of this project. The solution is based on technologies Oracle, in it technologies are applied BI, big data and data mining. The CEO of ROSEKO, the vice president of Russian Society of Appraisers, the President of the International Academy of Assessment and Consulting (MAOK), the Member of council of ROO − Evgeny Neumann, the main ideologist of NASSA-KSTs, and his deputy told about creation of a unique system Alexander Fingert.

TAdviser: For a start it would be desirable to understand from where at the BI project about which we will speak "legs grow". ROSEKO company was an initiator, and further your experience was broadcast on the Russian society of appraisers (RSO), or creation of an analytical system was lowered that is called on top?


Evgeny Neumann: This project was development of the project in a real estate appraisal for the purposes of withdrawal when implementing "the Olympic project" in Sochi in 2009 - 2013. Within it on the instructions of Olympstroy State Corporation the National council on estimated activity developed special "Methodical recommendations about assessment of market value and losses" within which "The main requirements to the analysis of the markets for the purposes of assessment" which were implemented by ROSEKO Ltd were formulated.

Based on this project in development of the solutions put and implemented at the "Olympic" stage already jointly by ROSEKO Ltd and Institute of applied mathematics of R.V. Keldysh prepare now the project of a national system of value analysis based on the cognitive situational centers (NASSA – KSTs) which was supported by the Russian Society of Appraisers (RSA). Announced on the CloudWorld conferences of Oracle company which took place in Moscow on April 8, 2014, the block on data analysis is one of NASSA system elements – KSTs.

TAdviser: Tell, please, well that such NASSA-KSTs how this system will work and for whom it is created?

Evgeny Neumann: The national system of value analysis based on the cognitive situational centers (NASSA-KSTs) will become the base for acceptance of key management decisions at the level of regions and municipal entities. It is new information environment proceeding from which data without exaggeration the future of regions on the basis of value analysis of assets which they locate will form.

The system developed by us will allow to break the whole country into zones on the basis of macroeconomic, geographical, ecological and other factors. The wide range of owners of property and public servants, including tax and judicial authorities, executive local government and also investment companies, banks, appraisers and realtors will be able to use it. At this NASSA-KSTs will allow not only to estimate real estate assets, but also to model the different situations which are most tied to the specific region, answering difficult questions. For example, how introduction of a tax on the real estate will be reflected in a demographic situation? What will occur if there is a threat of bankruptcy of the city-forming enterprise and in which local banks this enterprise is serviced? And so on.

TAdviser: Anyway, implementation of such powerful business intelligence means to enough development information environment on which it is possible to rely, i.e. you already had some own analytical practices?


Alexander Fingert: The backlog, certainly, was. As for participants of this project or if you want, "potential operators", then the NASSA system – KSTs assumes participation in this work regional departments of ROO. In principle this system should provide the solution of the whole complex of questions is information – analytical ensuring estimated activity first of all for the purposes of a real estate appraisal for the purposes of taxation. At least, we hope for it. I would add that NASSA-KSTs will be integrated to external suppliers of data that best of all is visible from the scheme:

TAdviser: How did you find the contractor for the embodiment of the courageous intentions and why began to work with FORS? Did you already come to them with the ripened understanding what is Big Data, data mining, or you set the task, and the FORS proposed its solution?

Alexander Fingert: This project has pilot character so far, our company developed the advanced techniques and purchased rich practice of their application, in particular on "the Olympic project", and the FORS company has unique competences of application of products of Oracle, especially in the field of the business analysis, mathematical statistics and data mining therefore we just could not pass by each other. By the time of the beginning of our cooperation we prepared the similar solution using a domestic product of Deductor, the Active Cloud company which is proved as the reliable partner and cloud provider ready to provide big resources for processing of Big Data acts as the supplier of cloud services. We received virtual machines of necessary performance and the amplest opportunities for infrastructure management therefore we managed to execute quickly enough problem definition and to prove relevance of the appeal to industrial products and solutions of Oracle company in the field of Cloud Computing and Big data.

The original informatin about a real estate gathered from Internet sources, and then semantic processing for the purpose of quality improvement of data and standardization of the addressing information using a product of RCO company was carried out it. The subsequent statistical analysis of the "cleaned" data was carried out with the help in the Deductor environment: significant attributes came to light, an inspection on heterogeneity of information and existence of interrelations between separate factors was carried out. After that the data mining methods constructed difficult models of a clustering of a real estate, and the received clusters are compared with maps. The possibility of accomplishment of price zoning and selection of analogs at assessment of a different real estate was as a result provided. For the purpose of increase in functionality and ensuring full integration with other components, for example, ArcGIS in a cloud environment resorted to use of products of Oracle.

The FORS developed a solution architecture on the basis of analytical products of Oracle, including Oracle Endeca and Oracle Advanced Analytics and also created more flexible and functional implementation with their help. We highly appreciate our joint work. Very interesting results – in many respects, thanks to high professionalism and enthusiasm of staff of FORS turned out. We hope that our cooperation will be continued and will remain so successful.

TAdviser: Please, shortly describe possibilities of the created solution. What is it able to do?

Evgeny Neumann: As it was already mentioned above, this block is a component of the NASSA general system – KSTs and is intended for carrying out price zoning of the verified data on the bid prices in the real estate market. In addition, using the potential of local experts within the NASSA KSTS system, creation of the cognitive map of pricing of a specific market segment of the real estate is supposed. In a complex with these the block and also the whole set of special "estimated analytics", the verified data on the prices should be applied by appraisers and analysts to carrying out specific estimates already. In fact, it is a market analysis system on the basis of which actually and the assessment of specific objects should be carried out. For example, a system collects data on a real estate from different Internet sources, increases quality of information (standardization of the addresses, enrichment …), gives the chance to conduct statistical investigations for formation of qualitative and representative data segment and also allows to use functionality of GIS fully.

TAdviser: The project is interesting also that you scoop the most part of data for the analysis in a web, but at the same time a system yields transparent and well reasonable result at the exit for which as I understand, you bear also a financial responsibility. How issues of verification of data sources how you defined what them them can be trusted and what is not present were resolved?

Evgeny Neumann: Within NASSA – KSTs is prepared the special block of verification of data. Not all data but only verified should come to processing. Just this block was also used within as "Sochi project", and this.

TAdviser: How deeply the solution penetrates structure of your organization what employees have access to a system how they use it in daily work?

Evgeny Neumann: So far all NASSA project is KSTs in a development stage. In the current work case did not reach full implementation. Nevertheless, it is already possible to solve real problems though not so quickly and in large quantities as it is planned further.

Stages of creation of NASSA-KSTs mean formation of the list of the most important and priority problems in an industry and regional section, start of "pilot" projects. Further creation based on regional departments of associations of appraisers of KSTs network, testing of software of KSTs in terms of work in "cloud", creation of the portal of the project and formation of the body of experts. Then involvement of users, their training and marketing promotion will follow.

TAdviser: Cloud access to the created analytical system already works?

Alexander Fingert: NASSA of KSTs was initially designed as "cloud service", more precisely, as the project on creation professional it is information – analytical network for specialists of value analysis. The overcast is initially defined by impossibility within economically reasonable costs to support all complex of software tools and techniques without which high-quality, crucial decision of professional tasks, in particular, creation and development of models of price zones and also maintenance of infrastructure of data and necessary software which some components are provided in a cloud of vendor (RCO, ArcGIS, R, Endeca, etc.), providing standards of ITIL/ITSM, for each separate company – the member of ROO is impossible. A supplier of cloud services on the IaaS model is the ActiveCloud company, and we, in turn, provide to users services of a cloud in the SaaS model.

TAdviser: Whether some functionality "for growth" is put in the created solution whether you will develop it further and how?

Alexander Fingert: We hope that we will manage to start the NASSA KSTS project especially as need for such service is felt not only by appraisers and analysts, but also authorities, considering problems with the same cadastral assessment. The product of company Oracle, Oracle R Enterprise, unique on richness of functionality, means permanent enrichment of the solution implementation of the available techniques on the basis of the broad experience of mass assessment accumulated by world and domestic estimated practice. We lay great hopes on specific functionality of a geographic information system: determination of transport availability taking into account traffic jams and quantity of routes of city transport, but not just distance, remoteness from space objects, such as rivers, lakes, sea coastline, railroad and other opportunities.
