Uniform state monitoring system of a radiation situation

In Russia the Uniform state monitoring system of a radiation situation will be created. The relevant draft resolution is developed by the Ministry of Natural Resources and Environmental Protection of the Russian Federation for the purpose of implementation of the Federal law of November 21, 2011 No. 331-F3 "About introduction of amendments to the Federal law "About Environmental Protection" and separate legal acts of the Russian Federation".


The federal law makes changes to Article 21 of the Federal law "About Use of Atomic Energy" and in Article 63.1 of the Federal law "About Environmental Protection" according to which the state control of a radiation situation in the territory of Russia[1].

The uniform state automated system of control of a radiation situation in the territory of Russia was created according to the government decree of August 20, 1992 No. 600.

According to the signed resolution the organization and maintaining a monitoring system will be performed taking into account the performed works on creation of a control system. Resolution No. 600 is recognized become invalid.

The signed resolution also approves the rules setting an order of the organization and maintaining the monitoring system and its functional subsystems, powers of relevant organs and organizations, an order and frequency of information representation received at the state monitoring of a radiation situation in the territory of Russia in a monitoring system and its functional subsystems.

Roshydromet, federal executive authorities and ROSATOM State Corporation will carry out the state monitoring of a radiation situation in the territory of Russia according to their competence and of the order approved by the government decree of June 6, 2013 No. 477 "About implementation of the state condition monitoring and environmental pollution".

Actions for creation and development of a monitoring system will be held at the expense of the means of the federal budget provided on their implementation.
