Content

On July 22, 2014 the Asteros group announced completion of upgrade of the Center of appeals of service of ambulance and emergency medical service "03".

Project Tasks

The project allowed to increase quantity of the processed calls by 375 times – to 600 thousand/hour, answering interval of the operator was reduced to 10 pages.

According to SSINMP growth of the population in the city, in recent years, creates a steady trend of growth of number of the addresses connected with rendering ambulance and emergency medical service. With respect thereto the Government of Moscow made the decision on development of an end-to-end system of management of activity of the station and also implementation of modern technologies for increase in efficiency of its work.

Project Progress

The project is implemented within the program of upgrade of health care of the city of Moscow for 2011-2013. The contractor selected the Asteros group.

During the project on the basis of hardware-software solutions of Avaya specialists of Asteros carried out upgrade of the Center of appeals of service 03 and telecommunication network, including digital telephone communication (PTsTS), microcellular telephone communication of DECT (PMTS), a distribution cable network of the building (SCS), a subsystem of interface of integration of the center of appeals of service "03" to an integrated automated control system of the station. At the same time in the Center modules of intellectual distribution of calls, reportings and managements, records, quality control and human resource management are integrated.

In parallel replaced terminal terminal units: digital, the DECT telephone sets and other - on the modern equipment.

Project Results

The number of subscriber ports is increased up to 698, from them 240 digital subscriber lines, 408 – analog, 50 – DECT. All jobs of operational services "03" are combined with the help of a LAN in a common information space that allows to make transparent acceptance, control and monitoring of all process of rendering ambulance and emergency medical service in Moscow. Now the number of the automated places of operators makes 150, besides, for the senior doctors (supervisors) 25 jobs with functionality of viewing the reporting and rendering remote consultations to residents of Moscow are organized. A system provides a possibility of processing of 600 thousand calls in hours of peak load.

"Upgrade of the Center of appeals of service "03" and its integration with KASU provide centralized operation with all process of rendering ambulance and emergency medical service in Moscow and also gives the chance of collecting of analytical information on load of staff of dispatching service of the Station, specifics of calls, incidents in the city, – Alexey Sigachev, the deputy chief physician SSINMP of A.S. Puchkov told. – It not only increases efficiency and quality of work of "ambulance", improves a demographic background of the capital, but also helps to predict and prevent effects of emergencies. It is also worth noting that the upgraded system easily is scaled without costs, essential to the city".

The contractor paid special attention when implementing the project to security and reliable work of an end-to-end system of management. Specialists of the Asteros group designed on the basis of models of threats and probable incidents an information security system according to requirements, set by the Federal law No152-FZ "About Personal Data". The fault tolerance is provided at the expense of power supply with hot sparing and additional uninterruptible power supply unit. Besides, in the Center creation of backup copies of addresses, archive of a call recording and other is provided.

"The social sphere always requires scrupulous approach at design and projects implementation on which providing citizens with high-quality and timely service depends, – Valery Sokolyuk, the director of the department of infrastructure and telecommunication solutions of the Asteros group noted. – It was the difficult project, first of all, because of impossibility even of the minimum suspension of work of the Station: it is in process of upgrade or not – people wait for the help, and it should them be rendered. We are glad that entrusted us this responsible task. Already today we see fruits of joint cooperation and we hope to continue it".
