The Government of Moscow (The Corporate portal - projects of upgrade)

The TOPCASE company, the developer and integrator of software solutions for the commercial and state organizations, won in the summer of 2014 tender for development of the Uniform informational investment portal of the city of Moscow (EIIP). Development of EIIP includes upgrade of the existing subsystems and creation of new. Project works are directed to increase in efficiency of interaction of subjects of the investment environment and process optimization on development of infrastructure of the city and its business community. Acted as project orderers: Moscow Department of Information Technology (DIT), Moscow Department of Economic Policy and Development, Moscow City Department of Competition Policy and State budgetary institution of the city of Moscow "City agency of the investment management".

EIIP is a multi-layer information system which provides automation and transparency of processes in the investment environment of the city. It is reached due to consolidation within the system of all participants of process whom authorities and also the potential and existing investors treat. Their joint and productive work will become result of development of EIIP. For this purpose in the solution new instruments of communications will be created. Some of the existing subsystems will be updated.

EIIP can be presented in the tool kit form, each of which is designed to implement the functional or ensuring part of functioning. For example, the subsystem of involvement of property in economic circulation is provided in EIIP for executive authorities. It is presented in the form of the updated base of the real estate of Moscow from which objects are considered by collegiate organs and are involved in processes of repair, recovery and implementation from biddings. Using other subsystem consultative activity of executive authorities based on which buildings and the land plots for drawing into economic circulation are defined is automated. The special subsystem of preparation and carrying out property biddings will allow organize work on preparation of necessary documentation for lease or sale of a real estate and other property. One more developed tool will allow to adjust communication between investors and authorities. All these solutions within a system will help entrepreneurs to plan, to invest and obtain up-to-date information for business management in the city, and to authorities effectively to manage investment processes.

"The task – to create a single platform which will provide information and analytical support for all participants of investment processes is set for our command: from potential investors to heads of the Government of Moscow. The maturity of communications between them will depend directly on the services and solutions developed by us" – the deputy CEO of TOPCASE, the curator of the project Pelikh Alexander shared.

Earlier a public part of a system was created – the investment portal of Moscow which is available to the address investmoscow.ru On the website data on the held auction implemented by the city projects are submitted. Also on it there is news, legal and other useful information lying in the EIIP subject plane. Within development of the portal tools will be developed for the convenient publication of content on the website and more convenient providing already existing information, including on property biddings and city projects. For investors specialized services will be implemented.
