On August 1, 2014 it became known of the beginning of the project, in the Kaluga region, the process control of financing and implementation of an overhaul of apartment houses directed to creation of a single system. The project assumes automation of activity of the Regional operator of an overhaul on the platform of the information system "ATsK-overhaul" and includes billing services of the Uniform information calculating center of the Kaluga region in printing and address delivery of receipts to payment, collecting of payments.
Project Tasks
In the Kaluga region the regional authorities made the decision on creation of the single system of management of an overhaul based on complex automation of activity of the Regional operator of the Kaluga region by means of the ATsK-overhaul system and integration only with one settlement center - with JSC Uniform Information Calculating Center of the Kaluga region (EIRTs of the Kaluga region). When implementing the new IT project of area cloud computing is applied: "ATsK-overhaul" is implemented into EIRTs of the Kaluga region, and the Regional operator will get access to a system through the web interface. The BFT company works as the contractor of the project.
Project Progress
Adaptation of the ATsK-overhaul system to functions and requirements of the Regional operator of the Kaluga region, coordination with the Regional program of an overhaul of a common property in the apartment houses located in the territory of the Kaluga region is made.
It is supposed that system implementation will provide full automation and standardization of the main business processes of the operator by means of use of unified registers and reference books, single data entry and their reuse.
- will contain all necessary reference books, including housing stock on apartment houses and premises of the Kaluga region.
- will provide reconciliation of data on qualitative and to statistics and also reconciliation of data with reference books of the Federal Information Address System (FIAS) and Rosreestr.
- will create the work plan of the Regional operator of the Kaluga region according to which the declaration of tenders for works on an overhaul is made.
- will provide the automated accounting of agreements on repair and accounting of the spent means.
- will help to keep complete budget account on planned and actual receipts and costs of the Regional operator. According to the data which are present at a system the operator will be able to prepare the corresponding reporting using OLAP.
