In addition to Inline Telecom Solutions took part in the tender:

- Infromsvyaz Holding Ltd,
- AMT Group Ltd,
- Ntype LLC,
- NPO Svyazproyekt LLC and
- Step Logic.
Inline Telecom Solutions offered the smallest price for the agreement - more than 74 million rubles and won against 93 million rubles at the initial amount of the tender.
