Russian Central Election Commission (Central Electoral Commission) (Windows 7)

The Federal Center of Informatization (FCI) at the Central Election Commission (CEC) of the Russian Federation exercising control of Elections state automated system summed up in the summer of 2014 the results of an open competition on substitution with all the Windows XP OS systems automated jobs whose official technical support Microsoft company stopped since April 8 of the current year, on Windows 7 OS.

The corresponding lot was published on the website of state procurements on July 17 with the original price of contract i48.655 of one million. The financing source specified means of the federal budget.

Three applicants took part in tender. The I-Teco company suggested to perform works for 46.1 million r, federal state unitary enterprise Scientific Research Institute Voskhod — for 48.6 million r, Ost Media — 48.654 million rubles.

In the protocol of consideration of requests it is reported that poimo suggested price qualification of applicants — presence at them of financial and material resources, the experience connected with the subject of the contract and the corresponding goodwill was also considered and also presence at staff of workers of a certain skill level.

Upon a crucial role played that how many copies of public contracts on execution of similar works participants of tender attached to the requests. At I-Teco of like those it appeared 8, at Voskhod — 12, at Ost Media — 3. This indicator was estimated by the tender commission as the most significant.

The request "Ost Media" as a result was rejected by the tender committee which considered that the company did not submit the necessary "offer concerning subject to purchase". Among the remained applicants the winner recognized Voskhod which gained 98.46 rating points against 76.67 at I-Teco.

I-Teco refused any comments about results of tender. Voskhod could not answer questions of CNews.

After signing of the contract the contractor will have to complete all works including preparation and installation of the operating system till December 25. All procedure is going to be performed in one stage.

Elections state automated system is a geographically distributed telecommunication automated system for implementation of information processes during preparation and elections and referenda of all levels and also for automation of activity of election commissions during the interelective period.
