By March, 2015 in state agencies of Kabardino-Balkaria it is going to implement uniform EDMS based on the solution Case. As it appears from the published project documentation, a system will cover all structural divisions of regional public authorities and local government, including territorially remote.
In the project documentation it is noted that creation of uniform EDMS does not assume immediate replacement of paper documents electronic in state agencies of the republic. At early stages of operation a system should be expected application "in actual practice functioning of paper document flow".
The concept of creation of uniform EDMS recognizes that provision that during rather progressive tense there will be in parallel two systems of office-work: paper and electronic, it is noted in the same place.
"Electronic office-work, "being built on" over paper, will gradually force out the last. Therefore the problem which will be solved by a system at the first stages of implementation consists in support and service of paper document flow", - the customer explains.
The following task which solution should be reached due to flexible scalability of a system consists in providing gradation from paper to legally significant electronic document management, including using technologies of the electronic digital signature, stream scanning, etc.
At the time of the beginning of implementation a system Case is already operated in the Administration of the head and the government of Kabardino-Balkaria. Uniform EDMS of state agencies of the republic should be unrolled at computing powers of the customer and function as the uniform information base having at the same time the distributed structure.
Main systems with which the possibility of interaction of uniform EDMS should be implemented are MEDO, an automated system of Citizens appeal and the system of rendering public services to the population, said in technical requirements to the project.
