PAFES: Virtual IRTs housing and public utilities Region

PAFES LLC completed in the summer of 2014 configuring of the Virtual IRTs system for a housing and utilities sector of the Russian Federation. A system received the name "IRTs Housing and Public Utilities" Region, is an end-to-end information analytical system of the automation of a housing and utilities sector of Regions of the Russian Federation covering all needs. Now a system is operated since the beginning of 2012 in the Moscow region, servicing the Municipal enterprises and separate Managing enterprises.

Basic functions "Virtual IRTs housing and public utilities" – automation of settlement in the industry by the new legislation and consolidation of all participants in a hybrid virtual network which integrates society, business and modern web technologies.

A system fulfills all requirements of the legislation of the industry. In 2014 received additional settings of automation, and now it includes the automated business processes:

  • "Regional settlement center";
  • "State Housing Inspectorate";
  • "Regional operator of Fund of an overhaul";
  • "The centralized dispatching service";
  • "Management of running repair";
  • "Passport registration service";
  • "Cost management";
  • "Personal account" of the subscriber of housing and public utilities

For interaction with processing centers of banks and payment systems, in a system service interaction online is rolled and put into commercial operation. This service allows to interact with processings of payment agents in real time that allows to obtain information to end consumers on self-service devices, from the Region system "IRTs Housing and Public Utilities".

Testing of performance showed that a system is capable to execute all charges for the Region of the Russian Federation (on average 500 t. p/a) with 11 services on each personal account, in only 2 hours.

Further development of a system to ERP of housing and public utilities the Region is planned.


Considering the low cost of this service (advantage of SaaS), calculations and charges in it are available to any management companies. So, for example, for the smallest organizations: Condominium, private housing construction, HCC, etc. (up to 10,000 hp.) the price is equal to 5 rub for 1 hp, and for large, regional or regional RTs (from 350,000 pieces of hp) cost will be 1 rub for 1 hp. For an example, hundred apartment house are serviced in a system for 500 rubles a month.

In the territory of the Moscow region pilot system implementation is carried out. Also the HCC (145 hp) and by connection of the module "Personal account" - to payment processing center (9,500 hp) are connected in an operating mode to the complete solution of the Virtual IRTs Housing and Public Utilities system of UK Lagovskoye Municipal Unitary Enterprise (3,500 personal accounts).

"Virtual IRTs housing and public utilities" is intended for all participants of the industry: staff of management companies (municipal unitary enterprise, condominium, payment processing center, etc.), tenants, suppliers of resources and services, public services.

As necessary it is possible to add additional users for accounting of their services in a system: for example, departments of education, tax authorities, compulsory health insurance funds, pension funds etc.

Appointment

Complex automation of a housing and utilities sector of the region of the Russian Federation, provides accomplishment of the current legislation of a housing and utilities sector of the Russian Federation for regions, is a regional GIS segment of housing and public utilities.

System purpose

Creation of the uniform information calculating center of level of the large city or area will help to solve the following problems facing Administration of the region and Administrations of the cities:

1. Consolidate in the regional database of data on all the living, housing stock, service providers, etc. which will be processed regarding charge for housing and communal services on uniform algorithms, standards and rules.

2. Obtain any analytical information on housing and public utilities on the basis of the processed data.

3. Provide the transparent scheme of charge of payments for housing and communal services and movements of financial resources between consumers of services, collectors of payments and service providers taking into account privileges and subsidies.

4. Expand quantity of payment methods for housing and communal services, namely: cash in cash desks, in self-service terminals, non-cash in ATMs, via the Internet, from the mobile phone, write-off from personal bank accounts of citizens.

5. Create a convenient and socially oriented payment system for inhabitants by the principle of "one window".

6. Reduce time and finance costs by processing and informing payers on the current payments / debts that will undoubtedly make a system transparent and will increase collecting of payments from the population. Implementation of IRTs housing and public utilities the region meeting both requests of administration and needs of inhabitants will be possible thanks to implementation of a single settlement system in the territory of all city (area).

Main objectives which achievement will provide implementation of IRTs housing and public utilities the Region are:

1. Improvement of a settlement system due to creation of a single system of charges for housing and communal services on all region.

2. Ensuring completeness of fund raising.

3. Target use of means.

4. Consolidation of information on housing stock and on the structure of residents.

5. Implementation of a uniform system of primary passport accounting and archive of electronic documents.

6. Creation of the transparent scheme of charges at the expense of an effective settlement system for housing and communal services.

7. Creation of a system of economic monitoring by calculations of the population for the consumed resources and automated systems of accounting of resource consumption of housing and public utilities.

8. Quality improvement of service of the population at the expense of the organization of wide network of collection points for payments with a possibility of payment by the principle of "one window" and expansions of conditions and payment methods for housing and communal services for the population.

Functions of a system


Operation mode:

System operation takes place in real time, it is the main operation mode. All changes which are made by users in the manual mode (quantity living, indications of metering devices) necessary entries in the database, are instantly processed and made for further payment under the schedule. Some actions in a semi-automatic mode are also possible, recalculations according to the statement belong to them for example.

Splitting of payments

Function of splitting of payments allows to create in real time the amounts of the due money to suppliers and to prepare payment documents for further transfer to checking accounts of suppliers. This function works as the filter of financial flow from the consumer to the supplier of resources and services of a housing and utilities sector, for a banking system. In a system time of passing of money from the consumer to the supplier => 0.

Friendly interface

The IRTs Housing and Public Utilities interface of the Region it is simple and intuitive as it is constructed on the commonly accepted controls and working methods on the Internet. It is created using the advanced Web technologies and effectively works not only on personal computers, but also on any mobile devices (tablets, smartphones, phones and so forth).

Scalability

"IRTs housing and public utilities" of the Region allows beyond all bounds and is transparent for users to increase the number of personal accounts and the periods of the stored information since can work with different (including not relational) bases of bathing. The number of the employees who are at the same time working with IRTs housing and public utilities of the Region also is not limited.

Convergence

  • The automated workplace Employee of BTI can manage the register of premises, the register of individual and all-house metering devices;

  • The automated workplace Manager of Personal Accounts can manage personal accounts (including to change the number of constantly registered residents in premises of the personal account of the subscriber) and to publish declarations for subscribers;

  • "The automated workplace of Pasportist" has an opportunity to manage structure constantly and temporarily living;

  • "Automated workplace Clerk of IRTs" can manage the register of services and rates, and also to make charges and recalculations;

  • "Automated workplace Financier of IRTs" can manage the register of payments;

  • "Automated workplace Administrator of IRTs" has full access to functionality of IRTs;

  • "Automated workplace Director of IRTs" has access only for viewing and any information and printing of the reporting;

  • "Automated workplace of executive authority";

  • "Automated workplace of local government authority";

  • "Automated workplace of the regional operator of an overhaul";

  • "Automated workplace of the owner of the special account";

  • "Automated workplace of financial body";

  • "Automated workplace of the employee of housing supervision".

Roles there can be an unlimited number, (if necessary according to the staff list of the customer, and quantities of jobs of staff of bodies of the power) can flexibly be configured on the access level.

All program interfaces have the crossed functions, but with differentiation of access rights.
