Administration of the Republic of Dagestan (Case (EOS Group))

In executive authorities and local government authorities of the Republic of Dagestan from 4th quarter 2013 implementation of the Uniform interdepartmental electronic document management system of the Republic of Dagestan (ESED RD) is carried out. Flagman development of EOS Group company - EDMS "DELO" became a basis of ESED RD. For December 1, 2014 28 executive authorities, administrations of 10 city districts, administrations of 42 municipal districts were connected to a system.

Prerequisites of the Project

As the head of department of development of the electronic government of the Ministry for Communications and Telecommunications of the Republic of Dagestan Magomedov Askandar^[1] told], the following documents became a regulatory framework for creation of the Uniform interdepartmental electronic document management system of the Republic of Dagestan (ESED RD):

• Federal law of 7/27/2006 No. 149-FZ. "About information, information technologies and on data protection";
• The order of the Government of the Russian Federation "About the state program of the Russian Federation "Information society (the 2011-2020th.)";
• Government decree RD of 2/10/2014 No. 44 "About interdepartmental electronic document management";
• Government decree RD of 6/30/2014 No. 300 "About the course of system implementation of electronic document management in OGV of the Republic of Dagestan";
• Government decree Rd08.08.2014g. No. 365 "About implementation of priority projects for development of the Republic of Dagestan in 2014".

Project Progress

According to the uniform purchase contract concluded by the Ministry for Communications and Telecommunications of the Republic of Dagestan and EOS Group and system implementation implementation of EDMS "DELO" began in the 4th quarter 2013.

Creation of ESED RD is carried out in several steps. So, in 2013-2014 implementation of ESED took place in Administration of the Head and Government RD and executive authorities of RD. "At system implementation we begin automation not with offices as it often becomes, and we unroll it on all places, including management jobs at once. Using partners of EOS Group at the first stage training at places of 1.5 thousand users was provided", - Askandar Magomedov tells.

2014 was also marked by implementation of ESED in People's assembly of RD, the Constitutional court of RD, Accounts Chamber of RD, Election commission of RD, in Administrations of city districts and municipal districts of the Republic of Dagestan. "This year we should not buy a system, we signed the contract with local partners of EOS Group only for training of 1.2 thousand employees of municipal entities and installation of already having software on places. Besides, 3 persons from our Ministry continue education of earlier trained users of ESED, add to the system of new users, keep reference books", - Askandar Magomedov says.

Thus, until the end of 2014 the following bodies of the Republic of Dagestan will be connected to ESED RD: Administration of the Head and Government, People's assembly, Accounts Chamber, Election commission and also all 30 executive authorities, administrations of all 10 city districts and all 42 municipal districts. Since January 1, 2015 the possibility of operational exchange of documents between these authorities in a paperless type will be provided.

According to plans, in 2015-2020 implementation of ESED will cover local government authorities of RD, subordinated public institutions of RD.

ESED RD is unrolled as "cloud" service – access to it is open via the web interface (sed.e-dag.ru). To each user of a system the virtual office where he receives documents (instructions) is created, considers them, performs or entrusts them, controls execution of the instructions and\or instructions given them by the subordinate given it. "Base of documents uniform, reference books as I already told, ourselves conduct, authorities podklyuchayemk to a system far off via secure channels of communication. Only registrars use "thick client". At such approach implementation speed many times increases: on places it is required only existence of the computer and connection. We selected this scheme because not everywhere there are qualified specialists capable to service servers, communication channels, especially in mountainous areas", - Askandar Magomedov reports.

Project Results

For December 1, 2014 28 executive authorities of RD, administrations of 10 city districts of RD, administration of 42 municipal districts of RD are connected to ESED "DELO" – in total more than 300 automated jobs of registrars, about 160 – heads (ministers, deputy ministers, heads of city districts and municipal districts), more than 3.5 thousand users work through "thin client" - "Delo-WEB".

In the ESED RD uniform storage there are more than 236 thousand documents, more than 300 thousand resolutions, the total amount of information exceeded 250 GB. Daily in a system about 1.2 thousand new documents and about 1.5 thousand resolutions are registered.
