Choosing a Solution

The solution is intended for automation of formation, monitoring of implementation of state programs Voronezh ^[1] and participation of the region in state programs of the Russian Federation, federal target programs and federal targeted investment program. A system will allow to carry out efficiency evaluation of implementation of state programs of area and to exercise control of mastering of budgetary funds. For the purpose of the solution of these tasks at the regional level cloud information space with the single database in which all profile transactions will be executed is created. The database will function under control of the server of an industrial scale (with support of multiplatformity, multiprocessor and clustering) that will provide the increased level of safety of information.

Project Progress

A system has modular architecture. In particular, the module "Formation of State Programs" is the convenient mechanism of creation of structure of the state program. It contains the register of programs and also the passport of each program. The possibility of formation of performance indicators at any level of the state program, introduction of their planned and actual values is provided in the module.

The module "Financing Accounting" will provide users with instruments of accounting of the planned and actual amounts of financing of program actions and expenditures of budgetary funds.

A system gives the chance to adjust financing limits by sources and also to add new according to the state program and the cash plan. These functions are put in the module "Correction of Limits".

Result

Using the module of monitoring, the analysis, the reporting and efficiency evaluation of implementation of state programs it is possible to control accomplishment of actions for the set parameters. The convenience of perception of data will be provided by the OLAP reports and numerous visualization tools which equip a system. In addition to summary information on execution of state programs, ratings with ranging of departments and programs for efficiency rate will be shown here. Let's note that before implementation of the uniform software for evident representation of information and analytical materials during the management performances at meetings and in media the department used only possibilities of the MS Excel and MS Power Point.

As the leading adviser of department of federal target and regional programs of Department of economic development of the Voronezh region Alexander Buchnyov told, department is the public authority coordinating activity of contractors of state programs for implementation of the relevant activities. The problem of operational obtaining authentic data on course of execution of programs is solved with system implementation. On the one hand – by distribution of powers of contractors of program actions, with another – by means of sale of the mechanism protecting from errors at input and information processing.

Thus, thanks to control automation by state programs of area, the department had an opportunity to concentrate on detailed efficiency analysis of their implementation.
