Automated information system "The register of authorized persons of executive authorities of the city of Moscow" (AIS RUL) - automates verification processes of the electronic signatures (ES) of documents, maintaining the unified register of powers of staff of all executive authorities.

On October 21, 2014 the Topcase company announced start of the new version of the AIS "Register of Authorized Persons of Executive Authorities of the City of Moscow".

The functionality of a system helps to perform monitoring and collecting of statistics on use of the EDS in information systems of the city of Moscow, to provide audit of requests and answers of verification of the EDS, to prepare on them the reporting.

"the AIS RUL allows to perform a full range of verifications of the electronic documents signed with the electronic signature – from verification of the EDS before verification of powers of staff of bodies of executive power on signing by the electronic signature of a certain document type. Such checks, first of all, are necessary at the organization of rendering public services electronically and also legally significant document flow, for example, of interdepartmental. So, powers, unlike access rights, do not depend on an information system in which there is a signing by the electronic signature, and the possibility of their check within the AIS RUL allows to organize trust space at exchange of documents between different information systems of the city of Moscow" – Sergey Kovtunov, the Topcase project manager told.

The updated system provides reliability of signing of the document EDS of the employee having the operating powers on signing of this document. Control of correctness of application of the EDS is possible during all cycle of formation of the document: from its signing in authority before providing to the applicant within rendering public services in electronic form or to other OIV in interdepartmental interaction.
