1C:Enterprise 8. Salary and Personnel management for Belarus is created according to regulations of Republic of Belarus. A system - the tool for implementation of the HR policy of the enterprise and calculations for charge and salary payment.

In the program possibilities of accounting in the directions are implemented:

  • requirements planning in personnel;
  • ensuring business by the personnel;
  • management of competences and employee assessment;
  • management of financial motivation of personnel;
  • planning of employment of personnel;
  • registration of personnel and analysis of personnel structure;
  • labor relations, including personnel office-work;
  • payroll of personnel;
  • calculation of the taxes and contributions on wage fund regulated by the legislation;
  • reflection of the accrued payroll and taxes in costs of the enterprise.

The configuration helps to conduct a management and accounting activity on behalf of several organizations (which can be registered as legal entities or to be business owners) making the uniform enterprise. Besides, the configuration provides parallel conducting two types of accounting - managerial and regulated: management accounting is kept on the enterprise in general, and regulated accounting is kept separately for each organization (own legal entity or physical person).

Requirements planning in human resources is performed in the personnel plan. Initial data for planning can arrive from production systems. The personnel plan allows to plan organizationally official structure, the event plan of changes organizationally of official structure, fund of labor costs. By means of reports on a status of the personnel plan it is possible to receive efficiency evaluation of works on workforce recruiting, quantity of vacant jobs and data on the planned staff costs.

The subsystem of personnel recruitment is intended for documentation and automation of process of selection and assessment of candidates. The subsystem provides storage of personal data on candidates, as about individuals; storage of the materials appearing in the course of work with the candidate, beginning from the summary and to results of questioning; preparation of meetings with candidates and registration of the employed solutions up to acceptance. The main tool of a system - the automated workplace of the human resources manager by means of which it is possible to perform all stages of works on filling of vacant jobs.

The management subsystem provides with competences personel assessment, including control of results and quality of assessment. On the basis of assessment of the worker (certification) key personnel decisions are made: employment, rotation, compensation change, need for training, dismissal.

The subsystem of planning of employment allows to plan meetings of employees of the enterprise including with third parties, and holding actions. Besides, planning of another holidays of employees of the enterprise using the system of an approval of the made decisions is supported.

Accounting of personnel of the enterprise assumes storage not only personal data on workers, but also such service information as division and a position where the worker, official telephones and other contact information works. Further the career of the worker is registered: employment, office movements, holidays and business trips up to dismissal.

In a subsystem of calculation and payroll accounting problems of automation of activity as the managers making decisions on the salary of personnel, and estimating accountants of salary are solved. The subsystem provides conducting settlement with employees of the enterprise and also the cost accounting on compensation as a part of the product cost and services. The subsystem allows to automate all complex of settlings with personnel, beginning from input of documents on the actual development, payment of sick leave notes and holidays, up to formation of documents for salary payment and reportings on regulated by the legislation of taxes on wage fund. In a subsystem the main payment methods of work used at the enterprises are implemented: time and bonus (using monthly, day and hourly wage rates) and price-work and bonus work payment methods. In a subsystem the main calculations for salary accrual are implemented:

  • on a wage rate (monthly, day and hour);
  • sdelno;
  • on average earnings for temporary disability benefits;
  • on average earnings for a holiday, for other cases;
  • in percent;
  • fixed amount.

The subsystem of calculation of the taxes on wage fund regulated by the legislation provides the automated accounting of income gained by workers for the purposes of calculation of income tax on income of individuals, insurance premiums for mandatory pension insurance, insurance premiums in FSZN, contributions to compulsory insurance from occupational accidents and occupational diseases, calculation of uniform payment from the wages fund including contributions to fund of employment of the population and an emergency tax for recovery from the accident on the Chernobyl NPP. Calculation of assignments from the wages fund is made according to the Legislation of Republic of Belarus. Based on accounting of income, amounts of the calculated taxes and contributions the regulated reporting is prepared.
