Rosstat will buy thousands of tablets for a micropopulation census

In November, 2014 Rosstat will hold an auction for the choice of the supplier of 3,888 tablets which are going to be delivered in central office and territorial authorities of department and to use during federal statistical observation "Social and demographic inspection (micropopulation census) of 2015". The starting price of an auction is 70 million rubles.

Large batch of tablets - 1,050 devices for the amount about 16 million rubles - Rosstat already bought in 2013. Then in the technical project Samsung Galaxy Tab 2 10.1 tablets were specified to delivery that caused complaints from the suppliers who considered that it limits the competition.

The tablets bought in 2013 intended for the interviewers participating in carrying out "selective observation of the behavioural factors affecting health of the population" in 2013. The head of department of the organization of carrying out censuses and continuous inspections of Rosstat Alexander Bazarov then explained TAdviser that this purchase was the first large project on use of tablets in their department.

Bazarov also said that if experience of use of tablets in 2013 is successful, then to a microcensus of 2015 department will be able to buy an additional lot of such devices. In the long term Rosstat expects to use tablet computers also when carrying out a population census in 2020.

Rosstat did not begin to specify the preferences on a brand of devices in purchase of 2014

Rosstat carried out a pilot project on use of a small number of tablets for data collection by interviewers in 2012 in Rostov and Voronezh then it decided to make larger purchase. One of the main questions which needed to be found out during a pilot project was reaction to electronic devices from respondents. Alexander Bazarov noted that it was rather positive. The fear of their use from interviewers remains the problem moment: employees are afraid of approach of a financial responsibility if, for example, will steal the tablet from them.

The representative of Rosstat also told, as to purchase of tablets its department carried out collecting of statistics using mobile devices, however it were only PDA which already became outdated. Among tasks for which PDA - a bypass by the staff of shops for the purpose of daily monitoring of goods prices were used and also households in rural areas for the purpose of obtaining statistics about them by different parameters.

Complaints to the tender of Rosstat for purchase of Samsung tablets

The complaint from "Promenergokomplekt"

On March 4, 2013 on the tender of Rosstat for purchase of 1050 Samsung Galaxy Tab tablets for the amount of 16 million rubles the complaint came to the Federal Antimonopoly Service (FAS). The Moscow company "Promenergokomplekt" interested in placement of this order acted as her initiator.

The company draws the attention of anti-monopolists to that fact that the device parameters specified in the tender documentation completely correspond to parameters of the tablet computer only of one producer. It, according to her, is an obstacle for submission of auction participation applications both for our company, and for the unlimited group of people - potential participants of an auction.

In addition the potential supplier saw the violations in the tender documentation connected with mentioning in technical requirements to tablets of separate technologies which developer is Samsung without indication of a possibility of use in devices of their equivalent and along with it is the lack of the indication of functional characteristics of goods, such as, for example, operating time of tablets from the accumulator.

According to the results of consideration of the complaint FAS recognized it reasonable. directed Rosstat to bring the tender documentation into accord with the law, without limiting it to the structure of only one producer and to hold a competition again.

It should be noted that all 19 applications for participation in this tender from suppliers were submitted. Two of them offered tablets of other producers with the characteristics which are not conforming to competitive requirements.

At the end of March, 2013 on the tender of Rosstat for purchase of 1050 tablets the complaint FULL FACE which was directed by the same applicant – "Promenergokomplekt" arrived again. The company draws the attention of anti-monopolists that Rosstat only partly changed conditions of the tender documentation according to the instruction of FAS which is taken out according to the results of consideration of the previous complaint. So, in technical characteristics there were requirements to which there will not be able to correspond structures of other producers. The combination of the processor and accumulator capacity and also support of instant messaging of ChatOn developed by Samsung for the devices, in particular, concerns them.

With respect thereto the company asks anti-monopolists to force Rosstat to make changes to documentation in full and to set new terms of holding the auction. In addition, the applicant asks FAS to punish Rosstat a penalty for non-execution of the instruction of FAS in time.

The complaint from "Smart teknolodzhiz"

At the end of April, 2013 Rosstat held an auction on delivery of 1050 Samsung Galaxy Tab 2 10.1 tablets which the Smart Teknolodzhiz company won. In a week after that on department the complaint FULL FACE from NPO Strela company whose application for participation in the tender was rejected arrived again.

According to the applicant, Rosstat motivated the failure with the fact that "instead of required following specific indicators – amount of RAM - "not less than 1 Gigabyte (GB, Gbyte)", the volume of the internal memory - "not less than 16 Gigabytes (GB, Gbyte)", the memory card - "by volume not less than 1 Gigabyte (GB, Gbyte)", and the memory card MicroSD - "(amount of memory not less than 1 Gigabyte (GB, Gbyte)" the participant offer the measure values specified in "gilberta" (in accordance with GOST 8.417-2002, Application B) - "1 GB", "16 GB", "2 GB", "2 GB" respectively that does not conform to requirements of the auction documentation".

Gilbert (GB) — unit of measure of magnetodriving force in an electromagnetic system centimeter-gram-second and in the Gaussian system. One Gilbert is equal 10/4p ~ 0.78 A (or ampere turns), gives definition of this unit of measure of NPO Strela. "Apparently from Gilbert's determination this unit of measure has no relation to the card capacity of memory", the company notes.

In the complaint NPO Strela also claims that it in the application for participation in the tender used the reduced designation GB applied by Rosstat for determination of card capacity of memory in witness whereof it provides the statement from the request with the offered functional and technical characteristics of goods: "On what basis the value of card capacity of memory which is unambiguously specified by us is accepted the customer in units Gilbert unclear", said in the complaint of NPO Strela.
