2015: IT Tula region held corporate for 800 thousand rubles

The All-Russian Popular Front (ONF) will ask the prosecutor's office and the Accounts Chamber of the Tula Region to check the legality of the "pre-Christmas meeting" of the regional "Center for Information Technology" (GAU TO "CIT") to summarize the results of work for 2015 in a restaurant. This was announced by ONF 12 in January 2016.

ONF plans are associated with the assumption that, under the guise of a meeting, the CIT held a New Year's corporate party at the expense of budget funds. In total, more than 800 thousand rubles were spent on the event.

On December 22, 2015, CIT signed a contract[1] in the amount of 499 thousand rubles. with Tula-Restaurateur for the rental of premises in the city center for four days - from December 26 to 29. The contract was concluded following the procurement procedure from a single supplier. At the address indicated in the draft contract, there is a restaurant "Spice and Joy."

The draft agreement states that the rented space will be used for the CIT meeting "to summarize the results of work for 2015, as well as to set, define goals and tasks for 2016." A few days later, CIT conducted another purchase[2] in the amount of 346.5 thousand rubles. - Provision of services for the organization of sound and light equipment of the event at the same address where the rented restaurant is located. Services were required on December 26.

This "meeting" is a gross challenge to society and a completely inappropriate act in terms of both economic expediency and ethics of behavior. For the institutions themselves, the system makes it possible to maintain a single database of patients, store their medical histories electronically, and automatically create statistical reports.

By order of the Ministry of Education of the Tula Region, a single electronic queue was introduced in kindergartens of the Tula Region, allowing parents to register children on a queue at any number of kindergartens through the Internet, prioritizing depending on which garden is more desirable for enrollment. Due to the implementation of the system, groups are automatically picked throughout the area.

To facilitate the receipt of state and municipal services, at the first stage a system of interdepartmental electronic interaction between regional authorities was introduced, which made it possible to significantly reduce the paper flow, and, as a result, reduce the time for obtaining certain documents. At the final stage is the second stage - the launch of a regional portal of state and municipal services. Thanks to the portal, residents of the region will be able to submit applications for registration of ownership of real estate, registration at the place of residence, the appointment of monthly benefits for a child and many others through the Internet.
