Interview with the head of Committee of informatization and communication of the Komi Republic by Alexander Selyutin
The headof Committee of informatization and communication of the Komi RepublicAlexander Selyutin in an interview of TAdviser in November, 2014 told about the course of implementation of IT in the region.
TAdviser: Alexander Vasilyevich, what main IT projects were implemented in the Komi Republic in 2013 and what are implemented now?
Alexander Selyutin: In 2013 within centralization of the regional IT sphere completion and updating of a regulatory framework is carried out, the uniform budget of IT which included everything up to acquisition and gas station of cartridges for public authorities of the Komi Republic is created. At the same time there is a need of standardization both regarding technological solutions, and regarding project management. Issues of methodology of development of systems, preparation of strategic documents, internal project business processes are in parallel resolved.
2013 we completed with high quantitative indices regarding implementation of information systems.The Electronic Document Management System (EDMS) is implemented in all public authorities of the republic and almost in half of state institutions. Today EDMS allows to provide 80% of interdepartmental document flow among public authorities of the Komi Republic that significantly increases performance of public servants and the serving subordinated organizations at implementation of public services and functions. Replication of an electronic document management system on municipalities of the republic began.
For the purpose of the organization of providing the public and municipal services in electronic form as of January 1, 2014 in all executive authorities and local government 487 jobs of the operators of the processing system of addresses of applicants (PSAA) necessary for processing of the petitions from citizens submitted the public and municipal services of the Komi Republic, in electronic form by means of the Portal, are set.
From the all-industry systems are implemented the uniform information and analytical system including the automated workplace of the Governor of the Komi Republic, "Geoportal Respubliki Komi", the systems of personnel and property records, the automation system of activity of state institutions, etc. Several specialized industry systems, such as Wildfires, Nefterazliva, Electronic REGISTRY OFFICE and also informational portals are implemented: "Komi housing and public utilities", "Poster: Where to go", Villages of Komi.
On maintenance and maintenance at the end of 2013 there were 103 information systems. 376 organizations and 21 nodes are connected to a single system of service, more than 5000 users work in the uniform domain.
Carrying out the first All-Russian tender of projects in the field of regional and municipal informatization of "PROF-IT.2013" became one of large-scale actions in the territory of the Komi Republic in 2013. On tender more than 223 works from 40 subjects of the Russian Federation were provided. Final actions in Syktyvkar brought together representatives of 43 regions. Tender continues to live – 2014 the final of the Second tender reached in Ryazan.
TAdviser: And concerning the current projects?
Alexander Selyutin: The main project implemented now in the Komi Republic is a systematization and centralization of IT area for the purpose of creation of the uniform electronic government in the region. At the moment time we began to involve in this process and municipal entities. To provide compliance of development of IT in municipalities to the general regional trends, planned methodological support of the city and district administrations regarding formation of municipal policy of informatization is conducted. For local government authorities methodical recommendations about development of municipal subprogrammes and standard projects of documents are prepared.
From the technology point of view one of key questions is implementation of platform solutions based on which there is a creation and development of information systems, such as "Public services of the Komi Republic", "Accounting and object management of state-owned property of the Komi Republic and municipal property", Museums, Sporting venues, etc. Important tasks – replication of the state information systems developed in the Komi Republic, implementation of unique applications within the Geoinformatsionny portal of the Komi Republic, creation of System 112.
In 2014 as one more direction popularizing ICT the computer sport was selected. With assistance of Committee of informatization and communication of the Komi Republic in the region the league of computer sport is created, competitions in Usinsk, Ukhta, Syktyvkar, Pechora are held.
TAdviser: How does project implementation of UEC progress in the Komi Republic?
Alexander Selyutin: Pilot testing of regional supplements of the universal electronic card (UEC) is complete, we pass to integration of UEC with departmental information systems. Today on project implementation of the UEC Komi Republic, according to the Universal Electronic Card portal, is in the second place among all subjects of the Russian Federation.
As of 11/1/2014 15,253 statements on issue of UEC are adopted. It is handed out to citizens of 14,639 cards. In the Komi Republic in each municipality there is a collection point for statements which function in branches Sberbank of Russia and "Uralsib bank". Also statements are adopted in the multifunction centers in Syktyvkar, Ukhta, Usinsk, Sosnogorsk, Pechora, Sysolsky and Troitsk and Pechora districts. In test operation there are four regional supplements of the universal electronic card: transport, school, discount, campus. In the near future UEC will become the tool for the broadest application.
TAdviser: How do you estimate the current level of informatization of your region?
Alexander Selyutin: Despite our modesty, we consider ourselves if not by one of front lines, then one of progressive regions in the field of informatization. But, first of all, what to take for evaluation criterion? Number of users of an electronic document management system? The number of the automated services? Quantity of jobs of an electronic document management system of rather total number of public servants? Quantity of jobs in an information and analytical system?
For a start we will consider basic financial performance. As it was already mentioned, the regional budget on informatization is completely centralized. These means entirely are in an area of responsibility of Committee of informatization and communication of the Komi Republic.
Centralization, certainly, became only the beginning of a way. From conceptualization and the first successful projects we pass to technological professional production of IT of products in a single region. All premises are for this purpose created. The organization structure is created, the state program which is completely meeting all requirements and including including elements of project and methodological management for needs of each of projects is approved. We moved to a new level of a maturity. The telecom operator is organized, development of the state data network continues.
Major steps on development of computer sport in the Komi Republic and giving of the official status to it are also taken. The network of volunteer centers which purpose – hanging of computer literacy of the population and its training in opportunities of receiving the public and municipal services in electronic form is created. Together with educational institutions the IT cluster of development of the Komi Republic is created.
All 100% of our projects pass through instruments of project management, the project charter forms, there is a managing committee. Level of a maturity of a number of projects allows us to provide their circulation on level not only republican organizations, but also on the level of municipalities. Our projects find recognitions at the All-Russian competitions "PROFESSIONAL IT" held in 2013 and 2014. Achievements in the field of cartography and geographic information systems find the recognition not only at the interregional level, but also at the level federal.
Of course, not all is possible to make own forces, and we actively work with the leading IT companies. Generally it is the companies which are suppliers of platform solutions, large Russian vendors which contribute significantly to development of IT infrastructure. At the same time, on each of platforms we try to create Competence Centers in the territory of the Komi Republic, attracting the local organizations, and the most significant for us the fact that a number of the regional companies do not concede to the senior companions on character and complexity of solvable tasks.
TAdviser: What IT budget of the Komi Republic in 2013 and how it changed in 2014 was?
Alexander Selyutin: In 2013 the budget on IT made 830 million rubles. And in 2014 expenses on IT the industry increased to level more than 1 billion rubles.
Increase in the budget is explained by the same centralization of the IT industry in the Komi Republic. Earlier finance was distributed on separate departments, and behind each one million there was a task implemented by one of them.
Direct increase in expenses is minimum and connected, generally with implementation of federal tasks. The IT budget for 70% consists of operating expenses: personnel, information and telecommunication infrastructure, maintenance of information systems. 30% are a development and implementation of the new ICT tools.
Such global funds redistribution, to put it mildly, would be difficult without active support of the management of the region. The Governor of the Komi Republic is directly involved in informatization of the region not only as the head, but also as the active and exacting user, and the most part of projects monitors with own hand.
TAdviser: What main difficulties regarding implementation of IT programs and IT projects does the Komi Republic face?
Alexander Selyutin: There are several problems connected with development of the infrastructure allowing to provide effective use of ICT in governance processes. Here, first of all, it is necessary to carry an incomplete covering communication channels of the territory of the region. At rather small population density it is obvious. In the Komi Republic there are 2381 socially important objects in 251 localities which are in hardly accessible and sparsely populated areas.
Completely there is no communication on 349 socially important objects in 119 localities that does not allow to provide providing the public and municipal services in electronic form in all territory of the Komi Republic.
In municipalities possibilities of providing specialists are limited to the automated jobs meeting all production requirements, including security requirements. In a number of municipal entities there are no selected divisions which should be responsible for implementation and development of ICT.
Despite it, we make significant progress that is very much promoted by support of the Governor of the Komi Republic with understanding of value of informatization as instrument of effective management of the region.
