1. Company Description

1.1. General information

The "Agency for housing mortgage lending" open joint stock company (the Agency, AHML) is created in 1997 according to the decision of the Government of the Russian Federation. The main task of the Agency consists in implementation of state policy on increase in availability of housing to the population of Russia. The agency for housing mortgage lending conducts the activity in all regions of the country through the regional partners – participants of a system of refinancing of the mortgage housing loans. The AHML will organize training of employees of partners and participants of the market of mortgage lending in the programs developed on the basis of Standards of procedures of issue, refinancing and maintenance of the credits of AHML. The organizations working with mortgage products of the Agency for observance of requirements of Standards of AHML should direct the employees to training in basic and specialized training programs as when passing accreditation as the Partner of AHML, and further on a regular basis for the purpose of annual retraining.


1.2. Territorial Distribution

The agency works with partners in the territory of all Russia. The partner network is provided from Kaliningrad to Yuzhno-Sakhalinsk.


1.3. Number of Staff

According to requirements of AHML, the partner to issue mortgage loans to the population, should be accredited and provide training of at least one employee (and according to specialized programs not less than two employees). The credits according to standards of AHML are issued by more than 900 banks and the partner companies across all Russia


1.4. Staff Categories Who Use the System

It is possible to select the following categories of users of a system:

  • 1. The customer of training - in this category can act the head of the partner company of AHML.
  • 2. The trainee – the employee of the partner company to whom training is directed.
  • 3. The organizer of training – the employee of educational institution which provides training of partners of AHML.
  • 4. The teacher – the expert of AHML who is responsible for this or that sphere of knowledge.


2. Solved Problems / Assigned Tasks

Training of employees of partners is provided by the Agency both in presentia based on partner universities, and using technologies of distance learning.

In 2012. By the agency together with Academy MUBINT with the assistance of Multimedia Lab the "Virtual University of Mortgage Lending" project which is successfully implemented was opened. Purpose of implementation of distance learning:

  • • Increase availability of training by decrease in the total costs of the partners connected with training of the employees.
  • • Focus training at hot topics.
  • • Level time difference.
  • • Expand a circle of students by means of modern technologies.
  • • Increase quality of work of partners, reduce the risks connected with errors.


2.1. Requirements to the system of distance learning and its support

For implementation of a system of distance learning and the "Virtual University of Mortgage Lending" portal the WebTutor platform of Websoft company as the complete software solution which is most answering to assigned tasks was selected.

The problem of filling of a system content and updatings of the developed rates was solved specialists of department of implementation of the training programs of department of innovations, methodologies and standardization of the AHML Refinancing division of the Agency. Development of rates was performed on the terms of outsourcing by Multimedia Lab company. Technical, consulting and documentary maintenance of participants of training was performed by specialists of Academy MUBINT.

Besides the Agency carries out several types of webinars which technical maintenance till 6/1/2014 was also performed by Academy MUBINT:

  • • nformatsionny – are carried out for the purpose of operational informing partners on changes in Standards, procedures and products of the Agency;
  • • educational and consulting – are carried out for the purpose of explanation of the most often found questions, answers to which it is difficult to find independently;
  • • a series of webinars – is held for the purpose of remote online of training of partners in a certain subject, instead of resident instruction according to programs of the Agency. According to the results of training and passing of testing the electronic certificate on participation in an action is issued;


2.2. What business processes had to be automated

Within the implemented project the following processes were automated:

  • 1. Submission of requests for activation of a training course (rates) or to a webinar.
  • 2. Payment of training at the rate of or to a webinar.
  • 3. Activation of an electronic rate or access to a webinar.


3. Project Parameters

3.1. The implemented user functionality of a system

  • 1. Possibility of application for training.
  • 2. Gaining access to the educational portal.
  • 3. A possibility of viewing the list of the appointed rates.
  • 4. A possibility of viewing the list of available webinars (and to pass to necessary).
  • 5. Possibility of communication with technical support service.
  • 6. Studying of available electronic rates.
  • 7. Participation in webinars.
  • 8. Testing passing.

3.2. Project development stages

  • June, 2011 – Opening of project 106-11 "System implementation of distance learning according to standards, products and systems of AHML".
  • August, 2011 – determination of the contractor according to the results of request for quotations – Academies MUBINT (Yaroslavl).
  • December, 2011 – delivery by the contractor of 2 electronic rates, their state registration.
  • March, 2012: 1. Completion of the SDO setup, the educational portal and pages on the website of AHML and MUBINT. Online store of rates. Testing system. "Virtual class".
  • 2. Informing partners – the publication of news, a webinar for the management of the partner companies.
  • December, 2012 – development of all electronic rates is complete.
  • January, 2013 – start of operation of a system.
  • Iyun2014 – summing up, analytics of results.


3.3. Team of specialists

Cast in implementation process of the project.

AHML agency:

  • • development of the concept, methodology of training of employees of partners;
  • • development of content for electronic rates;
  • • providing experts for holding webinars.

Academy MUBINT:

  • • processing of requests, providing access and conducting document flow on paid services (training in rates, participation in paid webinars);
  • • technical support of process of distance learning;
  • • monitoring of results of training of employees of partners, issue of certificates, preparation of analytical reports.
  • Multimedia Lab: • system implementation of distance learning based on a cloud service;
  • • development of electronic rates;
  • • technical support of learning process.


3.5. Project Results

  • • The "Virtual University of Mortgage Lending" portal is available to all partners, irrespective of location.
  • • It is created and placed in the system of 23 electronic rates.
  • • For 2 years of continuous operation of a system training took place in a format of electronic rates 300 people.
  • • 7400 people participated in webinars (including 1300 people in webinars, Reali zuyemy on a paid basis).
  • • 97 people successfully completed training in a series of webinars.
  • • All results are kept in uniform base and are available at any time.

In 2013 this project was recognized the best innovation product of AHML in a year.

Employees of partners showed great interest to the educational portal and appreciated convenience and comfort of training in the system of distance learning. Webinars and series of webinars enjoy special popularity.
