Stroganovka implemented PlanDesigner&UPE

On December 4, 2014 the Moscow state art and industrial academy of S.G. Stroganov automated budgeting and optimized management processes using the PlanDesigner&UPE platform of the Russian company "Softprom". This project was started within implementation of the target program of strategic development of university which demanded modification of processing of data, accounting and automation of budgeting.

Modern requirements of the Ministry of Education and science to universities dictate certain rules among which – budgeting automation, timely submission of reports and operational providing information on educational process. Besides, the adopted target program of strategic development of university resulted in need of implementation of tools for automation of budgeting, process optimization of data processing and a reporting preparation. Before start of the target program and a project startup process automation was in the higher education institution at a low level.

Choosing a Solution

When choosing the solution for automation of budgeting by the management existence of the certificate of a quality management system, cost of the solution, ability to integrate it with the 1C Platform was considered. Besides, the priority was given to domestic software products whose developers could provide not only high-quality implementing solution taking into account requirements of higher education institution, but also post-sale support. As a result a choice was made for benefit of the PlanDesigner&UPE platform of Softprom company. Among advantages PlanDesigner&UPE there were a modular structure of the solution, universality and adaptation under needs of university, the friendly interface and ability to integrate with the available databases, ease of use by nonspecialists and also an optimal implementation time.

Result

In a project deliverable the problem of fixing, major for university, and detailing of all income items, cost optimization and economy was solved. Automation of budgeting with the help PlanDesigner&UPE allowed to consider such significant feature of formation of revenues of the budget of state university as existence of two financing sources: the state budgetary and extrabudgetary funds received from paid educational services, programs of additional professional education, donations and sponsors.

In a project deliverable the higher education institution managed to reduce reporting preparation time for the Ministry of Education, to optimize the staff list and to release resources for implementation of own projects.

"Prior to participation of university in the target program, all questions of budgeting and the reporting in economic department were solved in the MS Excel – Leonid Pogostin, the chief of the department of information technologies of MSAIAA of Stroganov tells about a situation before start of the project. – Besides, a number of the employees working on target programs and reports for the federal budget processed information independently, and further data led to certain problems. For example, changes about which forgot to tell were made to the table Excel transferred by one employee to another. Updating of data did not happen, and there was a confusion and excess problems with examination from where new data in the table came. For work quality improvement the situation needed to be changed".

"One of the most significant results of system implementation of budgeting is prevention of an overexpenditure within the put local estimates, – Leonid Pogostin summarizes. – Besides, calculations became more precisely and more simply because all algorithms are put in a system. Also costs of time for formation of plan-fact models decreased, there was a considerable redistribution of resources between paramount tasks so now the Academy works on creation and development of infrastructure which in the future will allow to use new developments in process automation, for example, in a property complex".
