The "Administration of Seaports of Primorsky Krai" (AMP Primorskogo kraya Federal State Institution) federal state institution is created according to the resolution of Council of Ministers - the Government of the Russian Federation of 12/17/93. The administration is under authority of Federal Agency of Sea River Transport (Rosmorrechflot). A main objective of activity of Administration is implementation in seaports Vladivostok, Nakhodka, East, Tiksi, Posyet, Olga, Zarubino, Anadyr, Pevek, Providence, Egvekinot and Berengovsky of the administrative and imperious and other powers assigned by federal laws and orders of the Government of the Russian Federation. Objects of activity of Administration are:

  • security of navigation and order in seaport Vladivostok;
  • the organization of sea navigation in seaports, sea terminals and on approaches to them;
  • the organization of security of navigation and order in the entrusted branches;
  • control of icebreaker assistance to courts on approaches to seaports and within their water area.

The management of AMP of Primorsky Krai made the decision on upgrade of the dispatching center of Vladivostok Sea Commercial Port and creation of a system for collective observation. In technical specifications to tender all requirements to future system were accurately designated: high quality of display, maximum level of fault tolerance and opportunity for further scaling. Contractors of this project of steel DEPO Computers and Aktsent company - one of the leading system IT integrators of the region.

Goods turnover of the Sea trade port of Vladivostok constantly grows. Capacity of cargo terminals more than 21 million tons per year. It means that the port processes several thousands of courts for a year cycle. The administration of seaports of Primorsky Krai should ensure safety to each this vessel and organize all process of navigation. In the organization there is long ago a center of monitoring in which all information on movement of courts is flown down, but the available equipment and means of display became outdated over time - all data were displayed on separate monitors and could not provide effective observation any more.

Specialists of Aktsent and DEPO Computers companies analyzed needs of the customer and suggested to apply the solution DEPO Race. Solutions of a line DEPO ReVision profitable differ from the similar products which are present at the market by the price-quality ratio. Different options of installation and configuration of the videowall, the high level of fault tolerance of the equipment and excellent quality of display even of fine details give to customers the amplest opportunities of use. Thus, two independent videowalls from four LCD panels everyone allowing to control a situation in the Vladivostok sea trade port were constructed. Thanks to use of highly reliable controllers it was succeeded to construct the failsafe solution meeting strict requirements of the dispatching center of the busy port. The solution scaling options put on blueprint stage in the future will allow to increase information volume, processed by the center of collective observation, without the need for purchase of the additional hardware.

As a result of implementing solution two videowalls were created. The first represents the electronic map of port on which the location of each vessel is marked and various information on it, from the status and technical characteristics, to short statistical data is output. The DEPO Race ReVision controller allows even on condition of intensive movement of the ships on port to display all information volume without loss of quality. The second videowall serves for broadcast of the image from surveillance cameras and also display of text information on non-staff situations.

Use of videowalls for information output allowed to transform a normal dispatcher station to the center of collective observation. Thus, not one operator, and monitors at once several managers a situation in port that allows to minimize risk of emergence of the errors caused by a human factor. The second important result is the high level to failure of stability ensuring smooth operation of a system.

Thanks to the put scaling options, the customer is going to increase gradually amount of information arriving for display and processing in the center of monitoring.
