The maximum price of an auction was 12.67 million rubles. The operator of MTS who bate down the starting price to 1 kopek became the winning bidder.

It agrees competitive terms of reference, within the government contract of MTS it is necessary to provide within a quarter services of cellular communication more than 167 different structures of St. Petersburg among which - city committees and services, district administrations, health facilities, state organizations, etc. In total on service of the operator about 5000 officials will be registered.

Among services within the contract - the mobile Internet and roaming. Without additional payment of MTS also the anti-caller ID, the answering machine, conference communication and delivery of accounts by the courier and in electronic form will have to provide to the city authorities detailing of calls, determinant.

Long time MegaFon was provider of mobile services for Smolny

Follows from terms of reference that, in addition, MTS will provide a possibility of creation of own virtual telephone network of the customer integrating the mobile and fixed directory numbers with a unified plan of numbering and a possibility of set of short numbers (4-5 digits). At the same time the technical capability of inclusion in a virtual network and numbers of the fixed telephone communication which do not have an exit in a city telephone network and the landline phone number should be provided.

Other operators of "the big three" -MegaFon and Beeline which also significantly reduced the maximum price of the contract also participated in an auction of the St. Petersburg government. In a case about Beeline reduction of price was not so extreme - up to 6.78 million rubles MegaFon suggested to perform works for only 299 thousand rubles.

It should be noted that earlier throughout long time, including the first quarter 2014, MegaFon was a cell provider for the Administration of Saint Petersburg. MTS became provider of services on the second half of the year 2014, having also won competition with significant decrease in the starting price - from 37.5 million rubles to 8.5 million rubles.
