2018: The Central Bank broke off the two-billion IT contract

As found out in April, 2018 CNews, the large-scale project of the Central Bank of Russia (Central Bank) on creation of the automated system providing functioning of the so-called perspective payment system (PPS) clogged. In the middle of January, 2018 the bank sent to the contractor — Lanit company — the notification on one-sided failure from the agreement within which IT integrator[1] performed works[2].

The amount of this agreement is known from base of judgments — within the trial which is not relating to this case. She turns on a ruble equivalent of $20.8 million (about 1.2 billion rubles at the rate of the Central Bank at the time of signing of the contract) and 524.7 million rubles.

For Lanita such step of the customer became "absolutely unexpected" and, from the point of view of the company, unreasonable. The organization already filed a lawsuit the statement of claim about recognition of one-sided failure of the Central Bank from the agreement invalid.

The next court session is appointed to May 15, 2018. The press service of the Central Bank by the time of the publication of material did not manage to comment on CNews of the reason of a rupture of the agreement within three weeks.

2014: Tender on creation of perspective payment system

The Bank of Russia (Central Bank) summed up the tender results on creation of the perspective payment system (PPS). The winner who recognized Lanit company should develop the technical platform for payment system of bank, "providing the guaranteed and uninterrupted carrying out payments and calculations of participants of a system regardless of their geographic location and the time zone"[3].

According to CNews, the amount of the competition announced in August, 2014 was about 2 billion rubles. The project is going to be completed in the first half of 2017.

In an automated system which will be developed by Lanit the software components of domestic and foreign production meeting the high requirements to reliability, security, performance, quality and architecture including components of the Italian company SIA S.p.A will be used.

The Central Bank considers that project implementation will allow it to receive the unique technical platform for the settlement system, source codes of programs, licenses and also will give an opportunity to modify and develop the platform by forces of own competence center.

Development of solutions on security will be executed by the unnamed Russian companies.

According to CNews, I-Teco, Technoserv, IBS and the one more fifth company participated in tender in addition to Lanita.

Part of them offered development of the domestic solutions of Möbius Côme company which are already existing in the Central Bank, a part made projects based on solutions of foreign vendors. In addition to above-mentioned SIA, it is about the American Montran Corporation and the Swedish CMA Small Systems AB.

According to CNews, creation of PPS is directed to implementation of the tasks determined by the concept of development of payment system of the Central Bank until 2015.

This system provides payment services to credit institutions and public authorities. The main volume of calculations between banks in the country is performed through it.

Its existing IT infrastructure is result of long-term works on transformation of heterogeneous structure with 78 data processing centers in a single centralized system with two collective DPCs.

At the moment based on the system of these two DPCs two automated systems which ensure functioning of payment system of the Central Bank function.

It is about BESP — the system of bank electronic due payments and also about RABIS-NP — the system providing transfer of not due payments both in the mode of so-called runs, and in a continuous duty.

According to CNews, with some assumptions it is possible to consider what to replace BESP as a result of PPS in fact and will come.

PPS is created for support of the growing volumes of payments, fall forward of money transfer and ensuring economy of liquidity of participants of interaction.

Proceeding from the existing tasks and taking into account a current status of payment system of the Central Bank, creation of PPS can be considered as development of the operating practices than creation something essentially new to a large extent.

Taking into account that PPS is going to be built on the basis of the IT infrastructure existing in the Central Bank, it essentially differs from other large project implemented in bank — the National Payment Card System (NPCS) which is created actually from scratch. At the same time the National Payment Card System will actively interact with payment system of the Central Bank for money transfer between banks.
