Was born in Ivanovo in 1970.
In 1992 graduated from the Ivanovo power institute majoring in "Electromecanics and a CAD of objects of electromecanics"; in 2004 - the Ivanovo state textile academy in "Economy and management at the enterprise".
The labor way began in 1993 in the Office of the Federal Tax Police Service for the Ivanovo region, further worked in department Pension fund Russia across the Ivanovo region, in Project 2000 group in the field of economic and information security.
Since 2006 Dmitry Kosarev began work in the government of the Ivanovo region, having become the head of department of program information support of government office.
In 2010-2014 worked in Department of social protection of the population of the Ivanovo region by the head of department of automation.
