RSU housing and public utilities: Regional management system for housing and communal services

Rostelecom complemented at the beginning of 2015 a product line of informatization in the field of housing and public utilities with the solution for business process automation at the level of the territorial subject of the federation – the Regional management system for housing and communal services (RSU housing and public utilities).

Unlike other information products RSU housing and public utilities creates conditions for the organization of a common information space of the ZhHK system and also allows to construct the single database in scales of the region and to automate interaction of participants of housing sector – citizens, officials, business.

A system consists of functional units, each of which provides information exchange with specific section of housing sector. He uses instruments of input, storage, information analysis, access isolation to it, automatic formation of the reporting and also a subsystem of decision support. Implementation of RSU housing and public utilities in the subject of the Russian Federation allows to build the harmonious mechanism which is simplifying performance of the Legislation of the Russian Federation in the field of housing and public utilities and reducing costs for its control.

Participants of information exchange in RSU housing and public utilities are homeowners, executive authorities and local government of municipal entities and also economic entities of housing sector (the management and resource supplying companies).

Within implementation of RSU housing and public utilities integration with the existing regional information systems of the management and resource supplying companies, regional operators of an overhaul, the bodies exercising the state housing supervision and also regional public authorities and local government authorities with billing systems of housing and public utilities is reasonable.

According to the law "About the State Information System of Housing and Public Utilities" - 209 Federal Laws, since 2017, regional subjects need to debug collecting, control of correctness and timely data transmission on Federal level. RSU housing and public utilities is the reliable tool for data transmission in GIS of housing and public utilities.

Thanks to the implemented integration of RSU housing and public utilities with a Unified identification and authentication system citizens will be able to use an account and on the uniform portal of state services at registration and authorization in RSU housing and public utilities. Using integration into the IC GUTs (the system of head certification center) in a system the possibility of accomplishment of legally significant actions using the EDS is implemented.

The product can be placed on any hosting at the request of the buyer including on the National cloud platform of Rostelecom. Use of cloud computing according to the SaaS model will allow the customer to gain essential economic effect at system implementation of management thanks to lack of purchase costs, installation, updating and maintenance of operability of the expensive equipment, to reducing costs for implementation of the new systems - by 30 times, reduction of an implementation time of the new systems – by 5 times.

Rostelecom developed a product together with TsEF Inter RAO UES.

At the moment Rostelecom already implemented three pilot projects on implementation of RSU housing and public utilities for Lipetsk, Vladimir and the Moscow regions. Main objectives which were achieved during implementation of pilot projects: working off of business process automation on the basis of real routine tasks of the customer, optimization of functionality and the user interface, acquaintance of users to functionality and tools of a system.
