2020: Recognition of bank by the bankrupt
As it became known on October 20, 2020, the Arbitration court of Moscow declared the Moscow bank "Zhilcredit" bankrupt, having satisfied with that the claim of Deposit Insurance Agency (DIA).
Earlier the court granted the application of the Central Bank of Russian Federation for involuntary liquidation of Zhilcredit bank. The liquidator appointed DIA.
In September, 2020 the DIA announced that "in the course of liquidation of bank insufficiency of property value of bank for meeting requirements of his creditors is set. In this regard the liquidator took Arbitration court of Moscow with the statement for recognition of bank by insolvent (bankrupt).
By October, 2020 Anna Ribitskaya who was the owner Zhilcredit is in the international wanted list. She became the person involved in criminal cases about fraud and transfer of a bribe. According to the investigators, within four years Ribitskaya signed with one of bank depositors loan agreements under percent, their total amount exceeded 1 million rubles. Afterwards she paid the creditor percent, however did not return the lent amount. The investigation believes that Ribitskaya misled the businessman, was not going to fulfill agreement obligations, and her purpose plunder was initial.
Besides, the Investigative Committee of Russia accused her of mediation by transfer of a bribe (Article 291.1 of UK) to the former associate director of the Federal Penitentiary Service Oleg Korshunov. According to the investigators, Korshunov together with the deputy chief of management of logistic support of FPS by Svetlana Alekseeva demanded payments from the businesswoman Marina Dyukova who at inflated price delivered to service sugar and automobile fuel. The amount of a bribe which was required from Dyukova was 10% of the amount of contracts — about 40 million rub, the investigation believes. Ribitskaya transferred to the businesswoman of the requirement of officials of FPS, the ICR believes.[1]
2019: Revocation of license on banking operations
As stated in the message of the Bank of Russia, the order of July 19, 2019 it revokes a license for banking operations from the Moscow bank "Zhilcredit" - the participant of deposit insurance system. In Zhilcredit the temporary administration of the Central Bank which will work before appointment of the receiver or the liquidator is appointed. Powers of executive bodies of credit institution are suspended. In a banking system of the Russian Federation on the value of assets the Zhilcredit bank took the 420th place.
As the license reason of recall the Bank of Russia is specified inability of Zhilcredit to timely fulfill obligations to creditors in connection with loss of liquidity and also violation by it of the federal laws regulating banking activity and regulations of the Central Bank.
Loss of liquidity by Zhilcredit happened after collecting the large amount within performance of the judgment. The regulator specifies that the poor-selling non-core property that did not allow bank to fulfill obligations to creditors timely was capital asset of Zhilcredit.
