Naumen System of the pre-judicial appeal

The system of the pre-judicial appeal - the end-to-end system containing the unified register of authorities of all levels.

On March 11, 2015 Information society of the project on creation of a single electronic system of the pre-judicial appeal became known of implementation within the state program. Its purpose - to increase transparency and quality of providing state services to the population. Developer of an information system and contractor of the project NAUMEN company.

A system is created for the aid to regulatory authorities for timely identification of abuses on places and taking measures, including, prosecution of officials for non-compliance with the federal law in the field of providing state services. In composition instruments of control of work of all departments, control of the movement of addresses of applicants, access to reporting panels where statistics on complaints is reflected (quantity, terms of their execution, types of service, responsible persons) operate.

A system integrates in itself several services and is uniform point of entry for submission of the complaint. With its help any citizen of the Russian Federation having claims within receiving state services can protest unsatisfactory result of work of authorities in a pre-judicial order. Addresses of applicants can be connected with failure in documents acceptance or the requirement of optional documents, violation of terms of providing service, an illegal whip-round for service and so on.

In a personal account of the applicant the built-in hints facilitating submission of the complaint are implemented, the list of earlier created addresses with the statuses of their consideration is available. For the purpose of unification of access for citizens to all electronic resources within the program of providing state services in a uniform account in the system of the pre-judicial appeal integration with a Unified identification and authentication system (Unified identification and authentication system) is developed.

For convenience of users the possibility of registration of the complaint is provided in a single system also in places of rendering services not in electronic form (for example, through MFC).

Important element of a system - the uniform electronic reference book on all government institutions and state services. The reference book contains answers to widespread questions on work of each department, by rules of providing the rendered service. For example, at submission of the complaint to a request of additional documents for replacement of the passport a system will prompt the obligatory list of documents and will allow to be convinced, the requirement of the official is proved or not. Existence of such full reference book will increase awareness of citizens and their competence of demanded questions, an order of receiving state services and also will allow to reduce the number of unreasonable complaints considerably.
