2020: The Central Bank is going to take away the IC according to the CMTPL from RSA and on its basis to construct national bureau of insurance stories
The Bank of Russia intends to create the large-scale database - bureau of insurance stories - on all types of insurance based on the Central Bank, the deputy chairman of the Central Bank Vladimir Chistyukhin told journalists in in July.
At the same time the regulator assumes to take the base according to the CMTPL created by the Russian Association of Motor Insurers (RAMI) as a basis. While negotiations on how and on what conditions such transfer is possible, were not conducted yet, he told.
"We do not refuse the basic idea - to create the large-scale database, an information system on different types of insurance based on the Central bank. From our point of view, the AIS CMTPL or its analog should become a basis for wide bureau of insurance stories, for that database which will accumulate information both on different segments of insurance, and on car owners, losses, owners of the real estate, to other types of insured property. So it will be base for those types and objects of insurance which exist today. It is represented to us that for RSA or in principle for insurance community such task if before them it was delivered, is excessive. It is unusual for the commercial organizations and very seriously would distract forces, means, in principle would change goal-setting of such project", - Chistyukhin explained plans of the regulator. |
On what conditions IAS of the CMTPL will be transferred to the Central Bank, it is not defined yet. Whether "We will take some programs or "iron" from RSA or we will take away in principle only public public data on the CMTPL and then to build the system - this discussion still ahead", - it continued. |
According to him, "that project which performs RSA in the CMTPL today, - important and ambitious, but it does not cover all those purposes which the Central bank sees facing this system". |
As it was reported earlier, RSA started upgraded version of AIS CMTPL base a week ago, it passes "running in". The new base will allow to use more precisely data in a binding to the driver, the car and the agreement CMTPL, Chistyukhin noted.
2015
On March 18, 2015 it became known of development of the IC "Bureau of Insurance Stories" by request of the Russian Association of Motor Insurers. The contractor in the project LANIT company.
Project Progress
In the fourth quarter 2014 specialists of LANIT company by request of RSA developed Uniform automated information system of "Bureau of insurance stories" (EAIS BSI). It integrated information base according to the CMTPL with new databanks under agreements COMPREHENSIVE INSURANCE and DSAGO. Insurance stories of physical persons and legal entities are from now on stored in the uniform centralized data warehouse in the protected circuit of the operator of a system - the Russian Association of Motor Insurers.
Project Results
The uniform base on all insurance stories helps to counteract fraud in the system of insurance. Insurers can obtain online from EAIS BSI information on any vehicle, all insurance contracts, losses, payments, owners, drivers, the victims. On the basis of uniform base it is possible to trace, for example, the cars which are not subject to recovery after road accident, payment for losses without the victims and other cases requiring attention of security services of insurance companies.
EAIS BSI will help to minimize insurance of unprofitable clients, and to offer accident-free drivers services on more advantageous conditions. On the basis of complete and reliable data insurers can regulate better rates and cost of policies, providing or saving discounts for accident-free drivers regardless of the company in which the client was insured earlier.
Information on history of vehicles obtained from EAIS BSI can be useful to assessment of actual cost of used cars.
The program code of the application is written on Java, as the database Oracle on servers running Linux is used.
The expected volume of the stored data for the six-year period will be more than 10 TB.
