Biography

In 1986 graduated from the Penza Polytechnical Institute (PPI) majoring in of "radio technician" with "diploma with honours", "radio engineer" received qualification. In 1987-1990 worked in PPI and at the same time studied in a postgraduate study.

In 1998 in absentia graduated from the Penza state university majoring in "finance and the credit", "economist" received qualification. Upon termination of institute it was distributed on department of radio engineering by the engineer.

In 1988-1993 worked at department at first as the junior researcher, then the research associate. At the same time in 1987-1990 studied at department of radio engineering in a postgraduate study, has the certificate of Federal Commission on Securities (the head or the controller of the broker and dealer company).

In 1993 carried on a private business, in 1993-1994 worked as the associate director of Logrus company on the general questions. In 1994-1997 there was a director of Prolog investment company. In 1996 took part in creation and afterwards headed Gold Line telecommunication company. In 1997-1998 — the director of Inkom-Soyuz investment company.

In 1998 it was invited to public service, held a position of the associate director of Territorial Department of the Federal agency on insolvency matters (bankruptcy) across the Penza region.

Since 1998 — the CEO "Inkom-Soyuz investment company.

Since 1999 the coordinator of the joint project Aton Line and "Inkom-union" on the organization of work of the dealing hall in Penza cooperates with Aton investment company.

Since 2004 held a position of the chairman of the board of directors of Kuznetsky Bank.

2018: Criminal case

In September, 2018 Oleg Zvonov in an interview to the regional Penza Online portal reported that concerning it opened criminal case^[1]. Brought him charges according to Part 1 of Article 286 "Abuse of office" which was expressed in creation of debt of JSC Operator of the Electronic Government (OEG) company in the amount exceeding 100 million rubles. Under arrest Zvonov at the time of the publication of an interview was not imprisoned.

Receivables in 200 million rubles in such situation — an ordinary case. Besides, it is absolutely unclear why the UFSB opened case only on one specific partner, we have also others.

By data "Penza Online", in their editions and at office of a cluster Rosoperator on Chkalov, 52 in Penza the search was carried out. Several hours worked field investigators of UFSB, withdrew accounting, watched the equipment, assembled mobile phones, reports the portal.

The cluster (Rosoperator) about which there is a speech appeared in the Penza region at the beginning of 2017. It integrated 14 enterprises of the IT sphere. Acted as the initiator of his creation AO OEP where Oleg Zvonov was a CEO till June, 2018.

He explained need for a loan to lower, than it was expected, the volume of contracts on the project of a system of a system of photo video fixing in the Penza region in which the enterprises entering a cluster are engaged.
