Alexander Albychev: MFC is "person" of the state

For 2014 the government of the Tyumen region will make significant progress in development of network of the multifunction centers (MFC). Alexander Albychev, the director of the department of informatization of the Tyumen region told about progress and plans for further improvement of the state services TAdviser.

TAdviser: Development of MFC network became one of the key directions of development of providing public services in the area in 2014. Kind of you described this part of reform, what its main tasks?


Alexander Albychev: Our main task consisted in as much as possible to simplify providing the public and municipal services for the population, to move to the new interoperability layer and qualities of communication with citizens.

Emergence in the Tyumen region of the multifunction centers is connected with the requirements of Federal law No. 210-FZ obliging to provide services in a format of "one window". However our tasks were beyond formalization of procedures of provision of services and were directed to qualitatively new interaction with residents of the area.

MFC is "person" of the state, and we would like that our interaction was the most comfortable for applicants. For this purpose we constantly work on development of additional services which we offer for citizens.

Automated information system "The uniform center of services" selected from quality of the information platform supports not only a basic process of rendering services based on MFC, but also such adjacent tasks as management of an electronic queue, informing applicants, expert support of staff of MFC. Next year development of new services for mobile devices and also telephone and SMS informing is planned. Constantly the list of the rendered services extends.

We already see the first results of our work: the multifunction centers are in mass consciousness not just one more "state body", they became the centers of a social attraction. Remembering need of obtaining the reference or document, people do not look for the address or an operation mode of each authority any more, it is enough to them to find the nearest office MFC on the Portal of MFC network or in mobile application.

TAdviser: At the moment experience of the Tyumen region in development of MFC is one of the most successful among regions of the Russian Federation: by the end of 2014 is 30 departments were open already. What in your opinion became the base of successful development of network: a political will of the management of the region, the successful standard project, strong team, interaction with authorities on places?

Alexander Albychev: For the purpose of accomplishment of decrees of the president and orders of the Government of the Russian Federation regarding achievement by 2015 of an indicator of a 90 percent scope of the population services in the mode of "one window" the regional network MFC considerably extended within last year. Opening of new offices will be continued also this year: the multifunction center should appear in each municipal district or the city district. For this purpose in addition to own departments, we attract departments of Russian Post to the maximum expansion of geography of provision of services.

Network management of MFC is possible thanks to the high-performance platform allowing to service a big flow of applicants and also competently organized work of specialists of Lanit company which in most short time provide scaling and technical support of smooth operation of the AIS ETsU.

Thanks to ease of scaling of new office MFC it is possible to organize in most short time.

In case of lack of the developed technology infrastructure sufficient for opening of office MFC, the possibility of installation of autonomous jobs which allow to service remote areas and settlements of the Tyumen region can be used.

TAdviser: What number of services is at the moment available to the population of the Tyumen region in MFC? Integration and interdepartmental interaction within the platform is how easily provided.

Alexander Albychev: In 2014 we expanded the list of the provided services, both for physical, and for legal entities, their more than hundred now.

Especially I want to note the organization of providing based on MFC of service "Issue of the Transport card of the Tyumen region".

This service is very demanded by applicants, it turns out completely in electronic form, including interdepartmental interaction and integration into the Uniform portal of public services.

TAdviser: What key actions for further development of informatization of MFC of the region are planned for 2015?

Alexander Albychev: In 2015 the main focus will be placed not on expansion of the list of the provided services, and on increases in comfort and quality of their providing.

Due to development of an analytical component of the AIS ETsU we will be able to control in real time work of operators that finally - to reveal bottlenecks and to increase service rate of applicants.

Also emphasis on collecting of analytical reports and sets of open data for transfer to external systems, according to the increasing requirements of regulatory legal acts and optimization of interfaces of users will be put.
