Index of development of information and communication technologies The Networked Readiness Index (NRI)

The NRI index is formed since 2001 on the basis of public statistical data and survey results of heads of the companies. The World Economic Forum - the Swiss non-governmental organization, the most known for the organization of annual meetings in Davos is engaged in preparation of the index.

As the index is calculated

Calculation of NRI is made on a basis to assessment of readiness of economy of this or that country for the most effective use of ICT. At the same time for 2015 four subindexes form:

  • existence of conditions for development of ICT (Environment subindex),
  • readiness of citizens, business community and state bodies for use of ICT (Readiness subindex),
  • level of use of ICT in public, commercial and state sectors (Usage subindex),
  • impact of information technologies on economy (Impact subindex).

In general by preparation of NRI in 2015 53 indicators were considered.

2016: Russia saved 41 places

Russia saved the 41st place in the Index of network readiness (Networked Readiness Index, NRI)[1]. The research of 2016 affected 139 states. Places were distributed taking into account 53 different criteria — from state regulation in the field of new technologies and level of tax burden of business to availability of average rates for cellular communication. Indicators are broken into groups, and those, in turn, into several subgroups[2].

By each criterion points on a seven-point scale in which "1" means the worst, and "7" — the best result are given. On this basis final points where the six, and the place of the country in standings becomes the highest mark already are defined. It is impossible to tell that the structure of rating and the system of calculations differ in extreme transparency and simplicity.

Concerning Russia originators of NRI note in the comment that it is in a safe upper third of the general list. Some experts consider that it is possible to call one it noticeable achievement. Many countries which are considered to be the main emerging markets fell into much worst state. So, China got 59 place, the Republic of South Africa — the 65th, and Brazil — the 72nd. India rolled down on the 91st line at all because the Internet in it remains unavailable to a huge part of the population so far.

Hot "ten" remained from last year in invariable structure. The leaders of the rating divided places of honor in such order: Singapore (final point — 6.0), Finland (6.0), Sweden (5.8), Norway (5.8), the USA (5.8), the Netherlands (5.8), Switzerland (5.8), Great Britain (5.7), Luxembourg (5.7), Japan (5.6). It should be added, however, that points, absolutely equal with Japanese, were earned by Denmark, Hong Kong, Korea, Canada and Germany.

The Russian final point — 4.5. As much at Poland (the 42nd place), Uruguay (43rd) and Costa Rica (44th). On one tenth points it is less at Italy which occupied 45 place and five more states. Slightly Kazakhstan and Cyprus which gathered everyone on 4.6 points and appeared respectively on the 39th and 40th lines of standings were ahead of us.

The size does not matter

Each section devoted to the specific state begins with the main demographic and macroeconomic statistics. It is useful for understanding of the general background, but also, gives additional food for comparisons. Originators ratings reminded[3]that at the time of its formation the population of Russia totaled 146.3 million people. The volume of GDP exceeded $1.3 trillion that in per capita terms meant slightly more than $9 thousand. And GDP per capita at par of purchasing power was $25 thousand with superfluous. The share of the Russian GDP at par of purchasing power in universal equaled 3.27%.

In Finland, our northern neighbor who became the silver prize-winner, 5.5 million inhabitants. GDP volume per capita — nearly $42 thousand. A share in universal GDP — only 0.2%. At Cyprus, the closest neighbor in the final table, the population — only 0.9 million people, GDP on each inhabitant — $22.6 thousand, a country share in world GDP at par the purchasing power is 100 times less, than at Russia. And China, the second economy of the world and one of the main technology centers, appeared far behind.

Zones of big lag

The weakest positions at Russia in the section "Political environment and regulation". Here it managed to take only the 88th place, having earned 3.6 points (we will remind that the highest mark — 7). Probably, it is also worth considering that the rating was made before emergence of the so-called Yarovaya package. Therefore with high probability it is possible to expect that positions of Russia in this category will even more weaken next year.

In a subcategory "Efficiency of legislature" at us too 3.6 points and the 81st place. Even worse than a position in the next segments. Independence of the judicial system deserved 2.9 points and the 108th place, legal opportunities in contest of regulations of regulation the-2.9 and 109 respectively, protection of intellectual property — the 3.0 and 123 place. The last indicator is explained in many respects by the fact that the share of the piracy software, according to originators of NRI, reaches 62% of a total quantity.

Frankly low positions got Russia by many criteria and in category "Business and Innovation Environment". Though availability of the latest technologies is estimated by rather high point (4.2), it was enough only for the 100th place in the overall ranking. The education level in the field of management got 3.7 points and too it appeared on the 100th place. The quality of education in general about 3.5 points in a subcategory of Knowledge received 82 place. Availability of a venture capital — 2.7 points, the 66th place. Slightly better the situation with the number of the days, necessary is to begin new business. Days it is necessary for 10.5. The place is received for it the 65th.

2015: Russia rose from 50 to 41 places

In 2015 Russia took the 41st place from 143 on an indicator of the index of development of information and communication technologies (ICT, The Networked Readiness Index - NRI) that it is nine positions better than an indicator of 2014, follows from the Global report on information technology development.

"Progress of the world's largest countries with emerging market towards development of ICT was in many respects unfavourable, says the WEF. - Russia from all countries BRIX takes the highest place in rating, it rose by nine positions, to the 41st. China remained at the 62nd position. Provision of all other countries of group decreased: The Republic of South Africa fell by six positions (the 75th place), follow it Brazil (the 84th, decrease on 15 positions) and India (the 89th, decrease on 6 positions).

For the last five years of the Russian Federation actually improved the position in WEF rating twice - in 2010 she took the 80th place.

In top-10 the countries on development of ICT Singapore (the 1st place), Finland (2nd), Sweden (3rd), Holland (4th), Norway (5th), Switzerland (6th), the USA (7th) Great Britain (8th), Luxembourg (9th), Japan entered (10th).

By preparation of the report of 2015 more than 13 thousand heads of the companies were polled, according to the WEF.

According to the report, in subindexes Russia occupied the 63rd (Environment subindex, the 87th in 2014), the 27th (Readiness subindex, the 37th), the 39th (Usage subindex, the 53rd) and the 42nd (Impact subindex, 44) places.

Received the best places Russia on the following indicators: the number of the days necessary for contract performance (the 7th place and the 8th last year), rates for the fixed broadband access (the 10th and 17th respectively), the level of literacy of adult population (10th and 10th), a share of the knowledge-intensive jobs (16th and 17th), a population share with the higher education (19th and 16th).

Took the lowest places of the Russian Federation on indicators: a tax rate (111th and 120th), independence of the judicial system (109th and 119th), efficiency of the judicial system in the dispute resolution (109th and 118th), availability of new technologies (108th and 124th), protection of intellectual property (106th and 113th).

Except Russia positions in ratings improved Armenia which moved from the 65th to the 58th place, Moldova (from 77 on the 68th place), Ukraine (from the 81st on the 71st) and Kyrgyzstan (the 118th and 98th respectively).

Georgia did not change a position and reserved the 60th line in the table.

Kazakhstan fell from 38 by the 40th place. Azerbaijan - from the 49th on the 57th.

2014: Russia on the 50th place

Since 2011 Russia considerably promoted in this rating: if in 2011 it took only the 77th place, then in 2012 - the 56th of 142, in 2013 the place, in 2014 - the 50th place from 148 countries, i.e. the situation gradually improves. It is possible to browse complete estimates of Russia in all respects here. Meanwhile, in 2014 the index of readiness of Russia for network society was still lower than in such countries as, for example, Azerbaijan (49), Jordan (44), Kazakhstan (38), China (14) and others. The rating of 2014 Finland, Singapore and Sweden were in the top three.

For calculation of the Index in 2014 71 indicators are used. On degree of readiness of regulatory regulations and a political situation Russia took the 100th place (from 148), on a business environment and Wednesday for innovations - the 73rd, on the level of development of infrastructure and digital content - the 43rd, on availability of network services - the 14th, on skills of users - the 64th, on the level of their individual use - the 46th, on the level of use of network technologies in business - the 86th, on use in the government - the 61st.
