The Federal Bailiff Service replaced service provider of IT outsourcing

On April 15, 2015 it became known of signing of the contract for creation and development of subsystems of Federal Bailiff Service between department and Scientific Research Institute Voskhod company^[1].

The subject of the contract - purchase, installation and the subsequent migration of IT systems of department on GosLinux OS.

Natalya Zvyagina, the head of department of IT of the Federal Bailiff Service (FBS) told: "First of all dismissals affected management personnels and central office of service, i.e. management — more than 20% of personnel structure. At the same time in FSSP financing was cut down that in the field of IT the expensive and important projects concerning development allow to forget about implementation some. Money hardly is enough for maintenance of the existing systems. We are forced to look for an opportunity to save the efficiency due to use of the free software, the maximum transition to paperless electronic document management, introduction of amendments to the legislation somehow to optimize expenses".

According to the Chief information officer, the FSSP beforehand selected use free and "almost free" software for basic elements of the automated information system (AIS) of service that, after completions and consolidation in 2014 of all AIS elements in a single technology platform significantly reduces risks concerning information security and also reduces influence of the threats connected with political and economic aspects.

Within the government contract on completion, implementation and maintenance of subsystems of the AIS, in 2013 OS of a standard distribution kit of service is developed. The Red Software corporation acted as the contractor. OS is constructed on the CentOS 6.4 Linkus platform, extended on the terms of the free license agreement, and received efforts of service the official name GosLinux. In the spring of 2014 of FSSP on this OS received certificates of conformity of FSTEC.

The first implementation of OS was carried out in 2013 by forces of the contractor and specialists of service in management across the Vladimir region. For April 15, 2015 in this region, in departmental OS 320 workstations and 24 servers work. In 2014 implementation of a distribution kit happened in two territorial authorities — in the Kostroma and Penza regions.

In other bodies of service forces of FSSP make gradual replacement of earlier used OS — first of all by Windows for servers. By April 15, 2015 367 copies of free OS in server execution and about 4.5 thousand OS of workstations are set. The third release of a system for April 15, 2015 undergoing inspection control on security prepares for release.

Project Progress

Due to the reduction of number of specialists in informatization in territorial authorities, plans of department for migration on GosLinux by own forces are questionable. Reduction of budget financing makes impossible implementation of OS by forces of the contractor, the Chief information officer of department noted.

The tender for project implementation of migration won Scientific Research Institute Voskhod. At the starting price in 103 million rubles it asked a little more than 102 million rubles for the services.

At the beginning of March, 2015 Scientific Research Institute Voskhod organized competition on subcontracting on a procurement procedure at the only supplier on 81.6 million rubles under the contract with the identical name. Red Software ^[2]became the supplier^[2].
