Rosseti developed digital power substation

Project date:

"the STC of FGC UES" (affiliated enterprise of FGC UES which is a part of Rosseti) completed the project expected the term of 2011-2014 within which it was required to create a prototype and to test the hardware and software system "Digital Substation" and also to create testing ground of digital substation for working off of the innovative solutions in the field. It follows from the report of Rosseti on results of execution of the program of Research and Development, published in April, 2015.

The principle is the basis for the concept of digital substation that the organization of all information streams in it at solving of tasks of monitoring, the analysis and management is performed in a digital format.

Components of digital substation

The digital substation is completed with the intelligent secondary equipment working at the uniform standard exchange protocol as information (IEC 61850). In particular, on substation high-voltage digital measuring optical potential-current transformers, multifunction devices of measurements and accounting, the station bus and the bus of process, the system of synchronization, a new display system and managements of substation (SCADA) are installed. The optical fiber cables allowing to refuse use of expensive copper wires are implemented.

The hardware-software core of digital substation is provided by the substation coordination center. It provides:

  • maintaining the updated model of technology processes of substation as bases for creation of algorithms of control, the analysis, a dostoverization of information and management of functioning of PS;
  • work of subsystems of the analysis of technology situations, including supports of decision making processes on management in difficult/emergency situations on the basis of relevant model;
  • organization and maintaining databases of a condition of equipment of digital substation; tracking of its precritical conditions and issue of preventive or alarm signals and messages;
  • interaction with command centers;
  • telecontrol by the equipment of digital substation, providing control of its opportunity, validity and security and also success of accomplishment of control instructions.

The digital substation is also equipped with the information security system ensuring safety of a communication channel, management of user rights, diagnostics of cyber attacks, protection against substitution of messages and protection against the DoS-attacks.

Advantages

Among advantages of transition to signal transmission in a digital form at all levels of management of substation in "STC of FGC UES" note in significant reducing costs of cable secondary chains and channels of their laying due to approach of sources of digital signals to primary equipment and also increase in electromagnetic compatibility of the modern secondary equipment – microprocessor devices and secondary chains thanks to transition to optic communications.

Advantage is also simplification and, finally, reduction in cost of construction of microprocessor intelligent electronic devices at the expense of an exception of paths of input of analog signals.

By estimates Rosseti, in comparison with normal substation creation of digital substation provides cutting of costs for design for 5-10%, installation and construction works – for 5-10%, cost value – for 3-5%, commissioning – for 15-20%, and operating costs – for 5-10%.
