Video surveillance system implementation project in the social and rehabilitation center "Parus of Hope"

The Aktsent company implemented the project on security of children and reduction of number of emergencies in the territory of the social and rehabilitation center "Parus of Hope". Specialists of system integrator performed design and system implementation of security television and also unrolled the center of monitoring in the territory of the administrative building of "Parus of hope" with a possibility of remote access to a system for employees.

Edge state budgetary institution of social service "The social and rehabilitation center for minors "Parus of hope" is created for assistance to children, being in a difficult life situation, socially dangerous provision, having problems with adaptation in society, by health or development. Under the leadership of highly qualified specialists children undergo processes of rehabilitation and treatment, preparation for a healthy lifestyle in society. For the purpose of reduction and warning of different emergencies and incidents of security by the leaders of the center the decision on video surveillance system implementation was made. Let's note that this project was implemented and functions within the governor's program of "Complex measures of prevention of violations and fight against children's crime".

The system of security television is constructed on the basis of IP cameras of the last generation from HikVision company which conform to IP66 standard and are protected by the anti-vandal body. For effective conducting observation and record in night-time of the camera are equipped with IK-illumination on distance up to 30 meters. In case of lack of contact with the central server the built-in intelligent module allows to keep record of a video flow on the internal carrier. The most important sections in the territory of the center are equipped with IP cameras with a variofokalny lens that allows to adjust focal distance, to scale view pane and also to change viewing angles.

In the administrative building of the Parus of Hope center will develop the center of monitoring with specialized attendant workstation. Video flows from all IP cameras arrive on the central server from DEPO Computers with an intelligent system of video analytics based on TRASSIR software. This system gives ample opportunities on carrying out the complex analysis of video data, collecting of statistical information, processing and storage of records with depth of archive of 60 days. Remote access to a system is configured and provided to competent employees for a possibility of control of a situation in the territory of departments of the center at any time and from any device. The video is conducted 24/7.

For high-quality smooth operation of all system by specialists of Aktsent company the transport network of data transmission based on Cisco switches is built, each of which is reserved by uninterruptible power supply unit from APC by Schneider Electric.

The unrolled system of security television allowed to provide control of children in real time and to prevent penetration on the territory of the center of strangers, thereby having ensured safety of finding of pupils and employees, suppression of the facts of vandalism. The staff of "Parus of hope" had an opportunity in case of emergency to carry out the analysis of circumstances, to reveal weak points in a security system, to take measures to their elimination and to warn similar incidents in the future. Conducting control of work of own employees who owing to specifics are obliged to perform works of the center precisely all regulations of educational organization allowed to increase quality of their daily activity considerably.
