JSC Mangystau Distribution Electric Grid Company performs the activity directed to transfer and electric power distribution on own electrical distribution networks in the territory of Mangystau Region.

Main objective of Society is reliability augmentation and efficiency of power supply in the region and also increase in investment attractiveness and value addition of the company.

Core activities of JSC MREK are:

  • provision of services on transportation of the electric power;
  • technical distribution of electricity in network for oil and other companies;
  • provision of services on implementation of electricity to the remote rural areas of Mangystau Region of the Republic of Kazakhstan.

JSC MREK services about 15,000 service provision agreements on transfer and distribution of electrical energy most of which part – the large oil-extracting companies.

In 2014 the management of JSC MREK made the decision on implementation of the automated control system for transport and sale of the electric power. The defining role in making decision on implementation was played by partial use of standard office suites of programs, against the background of total absence of uniform information base of consumers.

On analysis results available in the software market, the choice fell for benefit of the 1C:Enterprise 8 platform. In team's line-up on project implementation of automation the following partners were selected: TOO "TG Expert" (Almaty), PKF Best Soft LLC (Russia, Astrakhan) as they have staff of qualified specialists and have broad experience of implementation in business market using project technologies.

Specialists of Best Soft company conducted a research of the software market for the distribution grid companies of Kazakhstan. The system fully meeting the requirements was not found.

The project team decided to implement effective objectives of JSC MREK based on "1C: Power. Management of the distribution grid company" and "1C: Power. Sales management and purchases of the electric power". For achievement of qualitative result, in the time determined by an agreement framework, implementation of the project was implemented on technology of project implementation and took place step by step. Specialists of a project team of Best Soft completed the next stages of the project:

  • examination of activity of the enterprise is conducted, the report on inspection of business processes of JSC MREK is made;
  • purchase of the software according to requirements of JSC MREK is carried out;
  • technical project development on completion and system implementations of control of transport and sale of the electric power;
  • according to the project solution completion of an automated system according to features of business processes of JSC MREK is carried out, namely:

    • process of database maintenance of personal accounts and agreements of consumers of electrical energy is automated;
    • process of database maintenance of the metering devices operated by consumers is automated;
    • implementation of automatic calculation of the actual holiday to residential consumers;
    • sale of mechanisms of control of the made charges on residential consumers;
    • process of conducting settlement is automated;
    • process of a design and issue of specifications is automated;
    • settlement process of losses of consumers is automated;
    • process of accounting of volumes of electric power transmission to consumers is automated.

  • training of separate groups on previously made and approved training program is provided.

Implementation of the automated control system for transport and sale of the electric power allowed to solve the following problems:

  • database maintenance of personal accounts and agreements of consumers of electrical energy;
  • database maintenance of the metering devices operated by consumers;
  • calculation of the actual holiday to residential consumers;
  • conducting settlement with consumers;
  • issue of specifications;
  • calculation of volume of losses of consumers;
  • accounting of volumes of electric power transmission to consumers.

On project deliverables the unified information system based on "1C was received: Power. Management of the distribution grid company" and "1C: Power. Sales management and purchases of the electric power", functioning in all branches and allowing to increase consumer service quality, to reduce commercial losses and receivables, to minimize costs when settling supply of electricity and conducting settlement with consumers, to reduce terms of preparation of reports on distribution and sales activity of the company.

During the project 50 jobs were automated. A system is accepted in commercial operation since April, 2015. The new system with unique industry functionality which is completely meeting requirements of JSC MREK, giving to the management of the enterprise a versatile tool of control became result of this large-scale project.

Successful project implementation could not be reached without well built interaction between the staff of JSC MREK company and specialists of TOO "TG Expert", PKF Best Soft LLC that allowed to achieve project effective objectives quickly.

  • • implementation of automatic calculation of the actual holiday to residential consumers;
  • • sale of mechanisms of control of the made charges on residential consumers;
  • • process of conducting settlement is automated;
  • • process of a design and issue of specifications is automated;
  • • settlement process of losses of consumers is automated;
  • • process of accounting of volumes of electric power transmission to consumers is automated;
  • • training of separate groups on previously made and approved training program is provided.

"Sales management and purchases of the electric power", functioning in all branches and allowing to increase consumer service quality, to reduce commercial losses and receivables, to minimize costs when settling supply of electricity and conducting settlement with consumers, to reduce terms of preparation of reports on distribution and sales activity of the company.

During the course of performance the project 50 jobs were automated.

Within the project also successfully there was an adaptation of the software product to the legislation of the Republic of Kazakhstan.

  • Sale of the selected software products
  • Delivery of software products in office of the customer
  • Gather requirement analysis of the customer to an automated system
