For the organization of interaction between the Federal Treasury Department and administrators of non-tax receipts in the budget of the municipal entity the AIS ANPB is created. A system allows to separate non-tax receipts by types: as receipts or on territorial sign.
Basic functions of a system are:
- Interaction with the Federal Treasury Department by means of electronic documents, the predetermined format.
- Distribution of the acquired information by administrators and their structural divisions on the basis of codes of administrators, types of receipts (KBQ), the territory (RCATU).
- Collecting and consolidation of the documents intended for sending to the Federal Treasury Department from administrators and their structural divisions.
- Work with the obscure payments.
- Control of administration of non-tax receipts in the budget from financial body (or the appointed division).
Regarding receipt Administration a system provides:
- Maintaining personal accounts, cards of personal accounts, accounting of transactions on the account.
- Automatic charge of periodical payments.
- Automatic (or automated) charge of a penalty fee.
- Printing of receipts with a barcode on payment.
- Automatic (without participation of the specialist) delivery of the payments which arrived on personal accounts on the basis of receipts with a barcode.
- Maintaining the register of the arrived payments on single payments.
- Formation of plans of receipts in the budget.
- Report generation, containing information on a payment receipt (in different cuts, in comparison with plans, etc.).
