Monitoring system and accounting of achievements of school students "School portal"

Having created at own expense an information system of monitoring of educational achievements of school students of Moscow area Rostelecom intends to earn from providing paid services. Among other things the operator is going to sell to schools and parents the software of Microsoft, services for the help in preparation for the USE ("Yaklass") and for the organization of children's rest (InCamp) and also e-books (Litres).

Free functionality

In June, 2015 Rostelecom won tender on the right of the conclusion of the investment agreement on creation of the unified information system of accounting and monitoring of educational achievements of school students of the Moscow region which the regional Ministry of Education held^[1].

Teachers using the created system will be able to keep magazines and diaries, to issue and control homeworks, to put down to pupils marks. Parents will get an information access about progress and attendance of children.

To directors and directors of studies a system will allow to automate work with curricula, to create lesson schedules. Officials will be able to compare progress at schools, to monitor processes of certification of teachers and transitions of children of some schools in others.

Besides, a system should automate access for teachers and school students to free electronic educational resources of the main disciplines and also to provide the interface for work with external applications (commercial services and paid electronic educational resources).

"Within a free service package the Moscow region will receive all complex of public services in the field of education and that is important, a packet of additional free services which will allow all citizens to personify Internet space of the electronic offices to use services quickly and with pleasure", - reported TAdviser in Rostelecom.

Commercial services as a method to return investments and to earn profit

Feature of a system is that it will be created not for budgetary funds, and for own money of Rostelecom (57.2 million rubles).

The government of Moscow area will undertake the obligation to provide own server capacities, a storage system, the system-wide software and the system of virtualization which cost is estimated at 25 million rubles.

The operator will try to return investments through commercial services which will be able to provide based on the created system. According to the request of Rostelecom, the project should pay off in 2 years and 8 months.

Revenue of Rostelecom for the entire period (7 years) should not exceed 80 million rubles. If upon revenue is higher, then before project completion date the received difference will be distributed between the operator and the budget of the Moscow region in equal shares quarterly.

"Rostelecom stated 51 commercial services on tender. Access to services of SMS informing on attendance of children and their estimates, about the school schedule and its changes, payment services of different educational services, a power supply, protection will be provided to residents of the Moscow region on a paid basis. Services in search of tutors in categories and individual parameters, services of preparation for the USE and SFE and also different analytical services which parents will allow to estimate progress of their child in an alignment with other pupils, at different time frames and in specific objects will be provided. As paid service mobile application as the tool for access to services of a system is also offered", - say in Rostelecom.

"We are ready to provide services within the project at fitting condition them from the Ministry of Education of the Moscow region (the requirement of the tender documentation)", - the representative of operator adds.

In the "Mailing of Notifications on Network of Mobile Radio Telephone Communication (Paid CMC Messages)" direction the Participant of tender offers to implementation the following additional paid functions (commercial services / paid services):

Parents will obtain the up-to-date information considering the happened changes in the schedule (replacements, cancellings, transfers of lessons).

8. Providing service to parents of students in obtaining the useful ad info about the educational equipment, goods and services.

In the "Providing to Users Access to Additional Commercial Services and Services of a System (Additional Information and Electronic Educational Resources) in Accordance with the Legislation of the Russian Federation" direction the Participant of tender offers to implementation the following additional paid functions (commercial services / paid services):

The Center of Applications service will give an opportunity to teachers of educational institutions of access to educational content with a huge number of interesting and useful information, holding remote occupations and many other things.

12. Providing to parents of service of access to information and electronic educational resources.

The service will be provided by means of Center of Applications service. The Center of Applications service can be very useful also to parents of students. In it parents not only will have an opportunity to select useful educational content for the children, but also a possibility of a subscription for the analysis of progress of children.

13. Providing electronic educational resources and electronic textbooks.

Using a subsystem of "Use of electronic educational resources" services of providing electronic educational resources to the educational organizations and electronic the textbook will be implemented. Delivery and distribution of electronic educational content (electronic educational resources and electronic textbooks) will be provided.

In the Other Commercial Services direction the Participant of tender offers to implementation the following additional paid functions (commercial services / paid services):

14. Providing to parents pupils of a possibility of use of mobile application with advanced functionality based on the platforms iOs, Android.

Users - parents of the children studying at schools of the Moscow region will be able to use mobile application. Mobile application will be the main tool for tracking of up-to-date information about school life of the child: using it the parent will be able to look at the schedule of the child, marks and marks which are put down to it from the teacher. Mobile application will support work in offline. The list of the services available to parents of students in mobile application will be defined at a stage of approval of commercial services of the Initiator of the project.

15. Providing to parents of students of service in acceptance of payment for additional educational services with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make remotely payment for a broad spectrum of additional educational services.

16. Providing a payment service to parents for a school power supply with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make payment for a school power supply remotely.

17. Providing protection to parents of a payment service with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make remotely payment for services of the security organizations performing the activity in the educational organization in which their child studies.

18. Providing to parents service in implementation of payment for the organization of purchase of textbooks and training materials in classes with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make remotely payment for services in the organization of purchase of textbooks for the children next and current academic years.

19. Providing to parents of a payment service of the organization of holidays and final actions with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make remotely payment for the organization of leisure and cultural actions of the children, without coming out the house, by means of this application.

20. Providing service in the organization of payment acceptance for any needs with the commission on the party of the receiver of payment and/or the payer.

This service will allow parents and official representatives of students to make remotely payment of any any school action in which their child wants to participate, or to hand over the necessary amount for needs of school or a class.

21. Providing service in search of a licensed software from Microsoft company.

The service will be provided by means of the First Aid to Schools application. The First Aid to Schools application provides to teachers, pupils and their parents service using which it is possible to find the licensed software necessary in educational process.

The service will be provided by means of Analytics service. This service will give an opportunity to students of the educational organizations to recognize an average score by the selected subject and to compare progress among the schoolmates for the selected quarter, without looking in the class register.

For the purpose of process optimization of selection of the tutor the possibility of viewing comments and the ratings of tutors is provided.
