Project Objectives:

  • Finish DIRECTUM under requirements of business processes and specifics of document flow of "NSSO";
  • Provide by means of web services integration with other components of complex Automated information system on compulsory insurance of Hazardous production facilities;
  • Ensure joint work in EDMS of staff of NSSO and employees of several tens insurance companies, members of the Union.

Project History

The project is large-scale, many-sided therefore the decision to divide the project into specific tasks stages was made and to start the next stage upon accomplishment previous. Each stage is a solution of a specific objective. Project Tasks

Finish functionality of the DIRECTUM system under requirements of business processes and specifics of document flow of NSSO. Provide by means of web services integration with other components of complex Automated information system on compulsory insurance of Hazardous production facilities (further to the AIS OPO), such as Accounting system, Portal (external and internal), the Budgeting system. Ensure joint work in EDMS "DIRECTUM" of staff of NSSO and employees of several tens insurance companies which are members of the union.


The architecture of the AIS OPO and the place is provided by the DIRECTUM system occupied in it in figure 1. Figure 1

Result 1. The module "Management of Insurance" including the following subsystems was developed for compliance of EDMS to business processes of the Customer in the DIRECTUM system:

  • Subsystem of maintaining Register of members of NSSO
  • A subsystem of accounting of the reporting of the Insurance companies entering into NSSO
  • Subsystem of the organization of work of the Reinsurance pool
  • Also modules of Meeting and Office were modified. New document types, necessary for the specialized reporting, and cards are developed.

2. For integration with other components of the AIS OPO own web services ensuring functioning with the Uniform Integration Adapter were developed and configured. 3. For the organization of joint work of staff of NSSO and Insurance company integration into the portal on MS SharePoint was configured and work through web access is organized.


Solution

Within the project in EDMS "DIRECTUM" new subsystems were developed

Subsystem of maintaining register of Members of NSSO This subsystem is intended for implementation of functional requirements to a subsystem "Accounting of members of NSSO on electronic media", namely:

  • Accounting of information about members of NSSO, by contact and registration information of insurance company, information on licensing of its activity, and also constituent documents.
  • Accounting of data on payments and payments of contributions of members of NSSO, and also about the financial sanctions applied to the member of NSSO.

Within development of this subsystem new reference books are created: Register of members of NSSO, Payments.

The description of the developed reference book the Register of members of NSSO is included below. In figure 2 the tab of Organization of the Register of Members of NSSO card is shown. The most part of details is synchronized with the reference book of the Organization when preserving a card or when choosing the corresponding detail on a form. The initial idea about modification of the reference book of Organization was rejected as considerable processing of the system reference book would be required. At the same time data from the reference book of Organization make only about 30% of information, necessary for work. At change of data of the reference book "Register of Members of NSSO" (preserving of record of the reference book) data should be sent through web service to the Accounting system (fig. 3). At the same time it is necessary to separate changes on sets of details and dates of their change. Depending on it different details in the adjacent systems are calculated. Also in the reference book "Register of Members of NSSO" an opportunity to save and browse historical data on several tens details is implemented.

In figure 3 the Contact information tab is shown. Data are grouped in 2 tables – in types of communication with the organization and on communications with contact persons (data in table parts are also synchronized with reference books of Organization and Contact persons when preserving their records)

In figure 4 the History tab is shown. Entries in the table are added every time during the preserving of a card and existence of changes in significant details.

In figure 5 the Membership in NSSO tab is shown. The most important for integration with other systems. On the basis of the details specified in it participant statuses are calculated and are transmitted through web services in other systems. Also at the time of preserving of a card at certain values of details certain processes are started: standard routes, notifications through Directum and by e-mail start. On this tab the document fields "Document Basis for Acceptance", "Document Basis for the Membership Termination", the fulfilling requirement of the customer about a binding to record of the reference book of documents of different types in certain cuts are implemented.

In figure 6 the "membership in NSSO" tab containing 2 table parts showing changes of the details relating to a certain area is shown: connected with membership in NSSO (acceptance, an exception, payment of contributions) and changes in licenses of the participant (adding of licenses for insurance, the expiration of validity periods).

Within completion of a subsystem of maintaining the register of members of NSSO the following TM are created: 1) Registration of the new member of the Union of NSSO as the observer 2) Maintaining register of members of the Union 3) Change of the status of the member of the Union 4) Suspension or revocation of license 5) Formation of the agenda of a meeting


Subsystem of the organization of work of the Reinsurance pool This subsystem is intended for accounting and management of change of structure of reinsurance pools on the capacity and shares of insurance companies in a bullet. Within development of this subsystem new reference books are created: Members of a reinsurance pool, Parameters of a reinsurance pool In figure 7 the card of the reference book "Parameters of a Reinsurance Pool" is shown. It contains the main information on consolidation of participants in different groups (in a form of the basic agreement, on a deduction percentage of each participant) and also the participant list. When preserving record data of this reference book also go to other systems of the complete solution through WEB SERVICES. Also in this reference book it is implemented history logging of change of details of the reinsurance pools relating to parameters.

On the instructions of the Customer within this subsystem the difficult algorithm of calculation of parameters of the Reinsurance pool using in the work both this available in the DIRECTUM system and data from other systems is implemented. Within completion of a subsystem of the organization of work of the Reinsurance pool the following TM are created: 1) Conclusion of an agreement of a reinsurance pool 2) Change of the agreement of a reinsurance pool

Necessary reports are developed: 1) Agreement of obligatory insurance


Subsystem of accounting of the reporting of the Insurance companies entering into NSSO This subsystem undertakes the following business functions:

  • automatic creation of electronic forms of reporting documents in the DIRECTUM system based on the data received via the integration adapter from other systems of the complete solution: the report in BSO, the report in a compensation fund, the act of settlement between insurance companies,
  • loading in the system of documents the staff of insurance companies via the WEB INTERFACE, acquaintance with automatically created documents, signing by their electronic signature by the authorized staff of insurance companies.

Within this subsystem integration of the DIRECTUM system into the portal based on SharePoint using separate a component, placed on its pages was carried out. The developed functionality allows not just to load the reporting via the portal, to sign it with the EDS, but also to exercise control of not handed over reporting. According to settings at receipt through web access of the new reporting from SK the employee of NSSO, having received the notification, checks it and if it is right signs and approves it. Data on signature dates of documents are used further at creation of reports. Also through Web services (the separate scenario) the operator of a reinsurance pool can request report generation for closing of the period (month or quarter). At the same time the DIRECTUM system via the integration adapter collects required data from other systems and creates on the basis of them the document in the MSOffice format and places it in a certain folder.


Project Development Since start of the DIRECTUM system in commercial operation, the TANAIS company undertook complete maintenance of a system. Further maintenance assumes not only support of a system in operating state, but also development of additional functionality, according to requirements of the customer. Development of the following subsystems is planned:

  • Accounting of compensation payments;
  • Accounting of regresses and subrogations;
  • Support and accounting of activity of the disciplinary commission.
