Deputy Minister of Telecom and Mass Communications of the Russian Federation Alexey Kozyrev: Our purpose - transition to the concept of the digital government

Problems of infrastructure of the electronic government significantly extended. With respect thereto in the Ministry of Telecom and Mass Communications are going it to update seriously, the Deputy Minister of Communications Alexey Kozyrev in an interview to the Chief Editor of TAdviser Alexander Levashov told. Transition to the concept of "the digital government" when all data which are in the state bases are connected among themselves will become result of updating, and many state services will appear without participation of citizens.

Alexey Kozyrev announced transition from the electronic government to digital

TAdviser: Infrastructure of the electronic government was created in 2009-2010, and, generally for the purpose of providing state services. How did its tasks change since then and what with respect thereto plans of its upgrade?

Alexey Kozyrev: Now infrastructure of the electronic government significantly grew from a framework of the 210th federal law. With its use a large number of the state functions is implemented. For example, the separate decision that based on infrastructure of the electronic government the single network of data transmission for authorities is created is made, the state cloud for placement of information systems becomes. So infrastructure of the electronic government already serves not only for providing state services, but also it is a lot of for what.

As the functional request changes, required also in terms of a functional architecture, and in terms of hardware-software providing to update a system.

Besides, for the period bottlenecks which we can identify already now became obvious to operation of infrastructure. They are connected with performance of systems. Performance is often limited to architectural concepts which were made earlier because it was not understood, loading in infrastructure will be created how exactly. It concerns a single system of identification (Unified identification and authentication system), certification center. Also it is necessary to study attentively questions concerning use of the open source in infrastructure.

TAdviser: What current status of a question of use of the free software in infrastructure of the electronic government?

Alexey Kozyrev: The decision that we should study its opportunities attentively is made. By default we want that we had no import software, the equipment, but we should study attentively every time as far as it is possible because it is impossible to allow risks or a stop of infrastructure.

TAdviser: Whether the decision on migration of the Unified identification and authentication system database is made, for example?

Alexey Kozyrev: Until the decision is made, we work on this question. Now we conduct migration of SIEI base. If there is a positive result, then on the next stage there will be a solution and on a Unified identification and authentication system.

TAdviser: It is connected with the big scale of a Unified identification and authentication system? Or with other reasons?

Alexey Kozyrev: On SIEI migration on the third version requires completion of the database and when we made the decision of migration on new SIEI, we had to or develop the existing database, invest there money, or make the decision that we will do new SIEI on the new database. Therefore technology we owe this solution to accept.

On a Unified identification and authentication system serious architectural changes were not and therefore we can live on this database still some amount of time. At the same time, when we will design new architecture, it will be clear that we will do next with a Unified identification and authentication system.

TAdviser: What global purpose of new architecture of the electronic government?

Alexey Kozyrev: Our purpose - transition to the concept of the digital government where information resources of the state are connected among themselves and provide qualitatively new level of analytics. For this purpose in infrastructure of the electronic government it is required to create a new element which was not earlier which would be responsible for the connectivity of data among themselves.

Partially it is implemented based on a single system of the normative reference information, but only regarding use of reference books. At the same time data in different information resources are among themselves not connected in any way.

Separate attempts to connect them were when there was so-called 'osnilsovyvaniye' of databases. For example, when the traffic police was taken by the Insurance Number of Individual Ledger Account from the Pension fund, someone took a TIN from Tax. All this becomes without a proper system and one-time, i.e. the relevance of these systems is not maintained because technical method now to implement it is not present.

We assume that there will be a certain system which will be responsible understanding where lie masterdanny where the duplicated data lie as masterdanny are connected with the doubles and with other data which lie in different areas.

TAdviser: You can explain on a simple example what new opportunities will open with the advent of this connecting system from the point of view of the citizen who addresses for state services?

Alexey Kozyrev: It will allow to automate process of providing the connected services substantially. Let's consider on the example of the child's birth.

The person was born, the Ministry of Health recorded the fact of its birth in the reference because the doctor certified the birth fact. Information on it is entered in the database of the Ministry of Health. Then on the basis of the fact that the person was born this reference, ZAGS registers act of civil status that the new person appeared, it has mother, the father.

Then the Federal Migration Service should in the identity document of mother, in the passport, enter the child and confirm that it has a citizenship of the Russian Federation. After that in the Pension fund on the been born child the account number should open, the new citizen should have an Insurance Number of Individual Ledger Account.

After this child it is necessary to deliver in queue in kindergarten, to issue to mother maternity capital. If they have rights to privileges, means it is necessary to issue privileges and so on. All this occurs on a chain. Step by step. This chain, obviously, is continuous. But now, as it is broken into departments, the person should perform functions of the courier, notifying each following department on the fact that process in the previous department ended.

TAdviser: How do you assume to solve this problem?

Alexey Kozyrev: If in infrastructure of the electronic government there is an information system which can provide coherence of data, then every time when the birth fact is fixed, this record cannot hang in a vacuum, without having the corresponding record in the REGISTRY OFFICE. And it means that data on all new been born people in ZAGS it is possible be fluffy automatically without participation of the citizen. And it means that the woman, being in maternity hospital, does not even see how there is document creation - the doctor issued the reference, information on it went to ZAGS, there issued the certificate of birth, sent information to FMS.

The person as a result only receives the notification from departments that they for it have a certificate of birth, the Insurance Number of Individual Ledger Account card and so on.

On the next stage it will be possible to implement schemes at which the person should come once with the passport in MFC, and there it will be waited by all documents. At it will enter the child in the passport, it will take away all documents and will leave. It is an ideal picture of the world.

TAdviser: Ideally it is not necessary to take away paper documents...

Alexey Kozyrev: It is correct too and this subject in the 210th law is put. As soon as we have the state information resource in which information is kept, production of documents is not obligatory. But the person always should have a right to receive a piece of paper. Right, not a duty. If it does not need a card with the Insurance Number of Individual Ledger Account or the paper certificate of birth, please, let does not come, does not take away.

Generally, a system which should provide binding of data in infrastructure of the electronic government for citizens will create such effects, but not only.

If to speak about analytical opportunities of such system, then, let us assume, we will be able to reveal situations at which there is an abuse of citizens of any privileges on the basis of the connected state data. Let's say there lives in the apartment the family. One of them pensioner. Receive a grant for payment of housing and public utilities. The elderly person dies, the family does not announce that he died. Grants continue to pay. Those people who have the right, they could receive much more if there was no such inefficient expenditure here.

A system will allow, having compared data of the REGISTRY OFFICE with data of the relevant social services of the territorial subject of the Russian Federation, always to tell who personally should continue to be paid for whom it is not necessary.

There is a lot of such situations. How it is correct to plan state policy in the field of providing children with kindergartens, schools. Demography if to treat it statistically, gives very approximate estimates - how many it is necessary kindergartens with an accuracy of plus or minus one million people. But each child has the right to go to kindergarten, and it is impossible to be mistaken.

Therefore if we know how many children are born how many it God forbid dies how many disabled people among them how many it left territories of the Russian Federation, we precisely know how many next year, in two years, in three years at us will be children in kindergarten. And proceeding from it it is possible to make decisions whether to build kindergartens that in three years any child could go to them.

It is already effect which people directly do not feel how in a case with birth, but it in general significantly increases efficiency of a state administration. Because allows to make decisions not on the basis of the rude mute, and it is point to a specific surname, the specific name of the legal person. It is very important.

TAdviser: When you are going to begin to create, finish creation of this system integrating data?

Alexey Kozyrev: We prepare documents for the declaration of tender for development of new architecture and updating of the system project of the electronic government now.

TAdviser: It will be not Rostelecom, it will be tender?

Alexey Kozyrev: It will be tender. We calculate that practicians, scientific community will take part in it. The look from outside would be just very interesting to us.

We will select that offer which to us will seem to the most interesting, adequate. And within works on this tender to us will analyze the current bottlenecks in architecture, will offer strategies of development for architecture taking into account tasks of transition to the digital government with the necessary analysis on possible loadings, on scaling of a system, plus the system project describing functionality, architecture, program and hardware.

Approaches to the organization of operation of all this infrastructure are very important. A certain ecosystem in the field of the electronic government when actually in any interaction there are three parties was now created. Two parties which interact among themselves, and in the middle infrastructure of the electronic government. It means that we have no uniform point of assembly of the solution of a technical issue. Always there are a sender, the receiver and the intermediary.

TAdviser: Bus …

Alexey Kozyrev: Yes, and bus. Here in this coordinate system the correct organization of processes of operation is important: what should SLA be built between the parties as responsibility passes from one to another, who main at the solution of incidents. It is very important subject since than more more actively we use infrastructure, especially its reliability and performance becomes more critical.

One case when requests through SIEI were exotic. Another matter when use of a system becomes so routine that if these requests stop, people cannot work. At this moment of the requirement to coordination of work of all technical supports sharply raise.

And in this sense we have several such forks too. Whether there has to be one window according to addresses with incidents, the situational center. What would not arise – only there. Or we should do so that each user had the engineer whom he can address. And here that engineer already, understanding as all support is arranged, should by certain rules escalate, create a request. There is much here such here to those which should be investigated, thought over.

TAdviser: Do you expect to conduct these researches until the end of the year?

Alexey Kozyrev: Even till November. Because we plan in November-December on the basis of results of this tender to create technical specifications on development of infrastructure for 2016.
