2020: Implementation of service of goal-setting and assessment of participants of Agile-commands
In Severstal company the implementation project of service of goal-setting and assessment of participants of Agile-commands for more than 17,000 employees working within transformational projects is implemented reported on July 9, 2020 in MOLGA Consulting company. About 2000 participants of commands across all Russia already use service. MOLGA Consulting acted as the partner in implementation of the solution.
During the project the way from design and prototyping of service before operation start was passed. The methodology of Severstal finished by joint efforts of teams of the customer and integrator during the project is the cornerstone of the solution.
Assessment of Agile-commands includes not only the usual solution on setting of the individual and corporate purposes of employees, but also solves problems of increase in efficiency of commands, namely:
- team building for the different periods;
- setting and assessment are more whole than a command;
- assessment of a contribution of the employee to work of a command with involvement of participants of a command;
- summing up taking into account the estimates of all types received by the employee;
- summing up assessment for determination of the size of a bonus part of the salary;
- the flexible convenient reporting for monitoring of the course of process and the status of estimates.
The solution is implemented in infrastructure of the Personal account of "Agile software development" that allowed to integrate and add the existing processes and functions, such as individual development plan, assessment of potential and areas of responsibility of the employee, process of providing a feedback in commands and others.
Prototyping and study of UX/UI allowed to implement the intuitive interface which ensures effective functioning with a large number of employees in commands and departments. Study of a prototype and methodology allowed to increase the speed of accomplishment of problems of assessment and to create positive perception of service for all participants of process, noted in m.
In the nearest future solution circulation is planned for divisions of Severstal company.

2015: Development and deployment of the Motivation of Personnel system
On July 1, 2015 Molga Consulting announced the project of development and deployment in productive activity of Severstal company of the Motivation of Personnel system[1].
Project Progress
Having defined the purpose - the maximum involvement of employees into process of achievement of results, the Severstal company in the middle of 2013 initiated the project of development and deployment in productive activity of the Motivation of Personnel system.

Project development was conducted within the unified procedure of the work with personnel acting on the enterprises of Severstal on the basis of the corporate HCM SAP ERP automated control system and the subsystems which are a part of functionality "Assessment of employees" and Management of remunerations.
First of all the project team developed are uniform approach to awarding of all employee categories: from workers to directors then in a single system automated calculation of awards on the basis of production indicators of activity of employees. In functionality of a system processes regular (on the basis of KPI) and the single awarding executed through Personal account of the head are implemented.
One of the important internal actions of Severstal company affecting motivation of personnel and, as a result, on successful achievement of business objectives - "Dialogs about the purposes", annual meetings of heads of different level with the subordinated employees. During the meetings results of work of the employee for last year are discussed and affirm, plans and the purposes of its activity for the current year are formed. Such meetings help to coordinate more strong the purposes of the company to the purposes of employees, selecting with that a contribution of everyone to the general achievements. Dialog about the purposes for the company executive — a feedback using which it plans actions manages achievement of goals and development of each employee of a command. For the employee it is work planning for year and a possibility of development in acting and, perhaps, future position. Therefore implementation of the portal solution for carrying out "Dialog about the purposes" became one of key project tasks.
Taking into account data on the estimates received as a result of "Dialog about the purposes" in the Motivation of Personnel system calculation of an annual bonus is made that became end of the second stage of the project. Within the third, final stage process of annual increase in a basic part of remunerations, the decision on which the head makes on the basis of "Dialog about the purposes", was automated.
The technological solution was executed by specialists of Molga Consulting on the basis of technology of development SAP UI5.
Project Results
The Motivation of Personnel system is introduced in the operation mode in February, 2015. The technology provides information processing from 30 enterprises of Severstal company, with data about 50 thousand employees.
As a result of creation of a single system of maintaining and calculation of data, the simple and user-friendly interface, process of management of the Motivation of Personnel system requires the minimum actions of HR specialists which obtain necessary information on the employee in any section. Company executives on specially created internal portal control business processes and the reporting on achievement of goals. By means of cascade building of the purposes, they can see how accomplishment of one KPI influenced accomplishment of another. All updates in a system are available automatically.
The involvement into process of assessment of workers became an incentive for increase in motivation of masters of productions of the company. Workers had an opportunity to learn about the results using the SMS notifications and self-service kiosks installed at the enterprises of Severstal company and also can see all picture of bonus calculations in the salary sheet. Severstal company one of the first that implemented in the productive activity process "Dialog about the purposes" with workers at which the master on a regular basis estimates work of subordinates, influencing payments of annual bonuses to them and increase in percent of compensations next year.
Andrey Belyshev, the director of work with personnel of JSC Severstal Management, said: "We were faced by tasks, first, to provide to all staff of the company a convenient and flexible system for carrying out "Dialog about the purposes" and increase in a basic part of remuneration of employees, and secondly, to automate processes of regular awarding (on the basis of KPI), to make them the most transparent for employees and less labor-consuming for HR service. Simultaneous transition to a new solution about 30 enterprises of Severstal became an indicator of successful project implementation".
