The administration of the Novgorod region completed implementation of the navigation and information system of the region

On July 3, 2015 the companies Alyans Telecom, Stabky and Jet Infosystems announced start of the regional navigation and information system (RNIS) in the Novgorod region^[1].

Project Tasks

The used solution helps to increase safety of passenger and freight transportation by means of rapid response to emergency and abuses of regulations of transportations, to control and optimize logistics of special means of transport (ambulance, fire and utility services, etc.), dangerous, large-size and heavy loads.

The general contractor of the project - Alyans Telecom company. Jet Infosystems — the partner in IT (to server and network equipment, storage systems and backup, to the system software). The Stabkom company with child structures was responsible for an applied part, a stack of engineering infrastructure. The developer of the software solution of RNIS and business logic - NIS Southwest company.

Project Progress

The GLONASS beacon set on a transport object transfers location coordinates to the RNIS computer system.

The processed data arrive on the program terminal of the manager of the center of monitoring. A system helps to control movement and motion speed of vehicles in the online mode, to learn about accidents, to coordinate actions of ambulance crews, the Ministry of Emergency Situations and other services of reaction, to build optimal routes to places of emergency.

Project Results

For July 3, 2015 the functionality of RNIS is used by municipal services for increasing the level of security of transportations.

"In our further plans — consolidation based on RNIS and another functioning in the field of information resources (for example, "Systems-112", an end-to-end system of the emergency notification of the population, the automated control system for traffic, etc.) — Pyotr Lisetsky, the CEO of Alyans Telecom company told. — Such integration will increase quality of information exchange of bodies of regional and municipal government of the Novgorod region, will allow to avoid duplication of actions within joint activity and, thus, optimizes expenditure of budgetary funds".
