Uniform service of Murmansk on duty and dispatching MKU EDDS

Uniform service of the city of Murmansk on duty and dispatching (EDDS) - body of daily management of a city subsystem of RSChS intended for coordination of actions of persons on duty and dispatching services of the city (on duty and dispatching) and created at governing body of GOChS.

The purpose of creation of EDDS is increase in readiness of administration and services of the city to response to threat or occurrence of extreme situations, the efficiency of interaction raised forces and funds of city services at their combined actions on warning and liquidation of emergency.

Main objectives of EDDS:

• acceptance from the population and the organizations of messages about any emergencies bearing information on threat or the fact of emergence of emergency;
• the analysis and assessment of reliability of the arrived information, finishing it to DDS which competence includes response to the accepted message;
• collecting from DDS, control services and observation of the environment (monitoring systems) and distribution between DDS of the city of the acquired information about threat or the fact of emergence of emergency, the developed situation and actions of forces and means on emergency liquidation;
• processing and data analysis about emergency, determination of its scale and refining of structure of DDS attracted to response to emergency, their notification about transfer to the highest modes of functioning of OSODU;
• generalization, assessment and control of data of a situation, the taken measures for emergency liquidation, preparation and correction of the options of management decisions which are in advance developed and approved with city services on emergency liquidations, acceptance of emergency measures and necessary solutions (in the limits set by higher bodies of powers);
• informing DDS involved in liquidation of emergency, subordinated forces of permanent readiness about a situation, the taken and recommended measures;
• submission of reports (reports) on threat or emergence of emergency, the developed situation, possible versions of solutions and actions for emergency liquidation (on the basis of earlier prepared and approved plans) higher body of management on subordination;
• bringing the tasks set by higher bodies of RSChS, to DDS and subordinated forces of permanent readiness, control of their accomplishment and the organization of interaction;
• synthesis of information on the occurred emergencies (during a day of watch), progress in their liquidation and submission of the corresponding reports on subordination.
