Biography

Was born on December 17, 1952 in Tomsk.

1984: Head of the department of Polytechnical institute of Abakan

In 1984 became the head of the department of the higher and applied mathematics at Polytechnical institute of Abakan (since 2006 - HTI is SFU branch).

1988: Head of the department of AGPI

In 1988 - 1991 - the head of the department of information science and ADP equipment of the Abakan state teacher training college (since 1994 - the Khakass state university of N.F. Katanov).

1992: The First Deputy Chairman of the Supreme Council of the Republic of Khakassia

In February, 1992 it was elected the First Deputy Chairman of the Supreme Council of the Republic of Khakassia.

1995: Head of administration of the city of Abakan

In May, 1995, April, 1999, March, 2004 and 2008, September, 2013 and September, 2018 it was elected the Head of administration of the city of Abakan.

Death

On October 14, 2019 around 11 a.m. on Moscow time on the 433rd kilometer of the federal highway R-257 "Yenisei", on the bypass road of Minusinsk on the way to Kyzyl, died in a car accident.

According to law enforcement authorities Bulakin N.G. on personal the Ford Explorer cars did not manage to drive, moved down in a ditch and crashed into a tree. The blow was such force that from the driver's place almost nothing remained. Fords submerged on the tow truck and took away from the place of accident^[1].
